Eastridge to BART Regional Connector: Capitol Light Rail Project, San Jose, CA

New Construction: The Work consists of furnishing all labor, materials, tools, equipment, services, supervision, and incidentals necessary to construct, in accordance with VTA-supplied design documents, an aerial guideway (with MSE Wall approaches), two passenger stations (Story Station and Eastridge Station), a new pedestrian overcrossing at Story Station, trackwork, systems (including two traction power substations), underground work, minor road widening and landscaping. Work also includes adding a section of overhead traction electrification supplemental feeder system on the existing light rail system north of the Alum Rock Light Rail Station. This contract includes but is not limited to the following work: 1. Preparing and maintaining staging/storage areas at VTA provided property locations. 2. Demolition of existing improvements as necessary for construction of new facilities including portions of existing streets. 3. Utility construction and relocation including construction of storm drain systems, water supply systems and sanitary sewer pipelines. 4. Coordination of utility relocations by PG&E, AT&T, San Jose Water Company and others. 5. Construction of ductbank infrastructure for PG&E power supply to Traction Power substations including meeting PG&E’s technical requirements for electric service interconnect at primary distribution voltages. 6. Earthwork including project related rough grading. 7. Furnishing and installing pre-construction test piles and performing pile tests. 8. Construction of a cast-in-place post-tensioned concrete aerial guideway structure to support the light rail trackway and Story Station, including one (1) precast concrete girder span over Tully Road. Aerial guideway structure construction also includes driven precast, prestressed concrete pile foundations, cast-in-drilled-hole (CIDH) concrete pile foundations, and steel pipe pile foundations, concrete abutments, and retaining wall structures supporting the guideway approach fills. 9. Construction of one aerial Light Rail Transit (LRT) passenger station at Story Road, called Story Station, and one at-grade LRT station adjacent to the Eastridge Transit Center, called Eastridge Station, including canopy shelters, signals/communications houses, one electrical building, signage, furnishings and amenities. 10. Construction of a pedestrian overcrossing structure, four (4) station access structures including three (3) passenger elevators towers, three (3) elevator machine rooms, three (3) storage rooms and one (1) electrical room at the Story Station. 11. Construction of a sound wall structure near the intersection of Capitol Expressway and South Capitol Avenue. 12. Construction of a cast-in-place concrete retaining wall at the southeast corner of Cunningham Avenue/Capitol Expressway intersection. 13. Construction of enclosure walls at two Traction Power Substations. 14. Construction of at-grade trackway for ballasted trackwork, which also includes excavation, installation of underdrain, subballast, ballast, tire shred vibration damping layer, ties, rail, and emergency guard rail. 15. Construction of direct fixation track on the aerial guideway. Direct fixation track includes second pour concrete plinth with pedestal, direct fixation fasteners and rail. 16. Construction of ballasted special trackwork, which includes one (1) Number 8 double crossover, two (2) Number 8 turnouts and one (1) Number 4 turnout. 17. Construction of concrete embedded track at the intersection of Capitol Avenue and Wilbur Avenue. 18. Detailed designing, furnishing, installing and testing of a Traction Electrification System (TES), including overhead contact system, (OCS) and Traction Power Substations (TPSS). 19. Detailed designing, furnishing, installing and testing of parallel aerial feeders for OCS from approximately TPSS 27 to north of Alum Rock Station. 20. Furnishing, installing and testing of complete LRT Communications system, including Communications, Communications Fiber Optic Backbone Network Cabling, Electronic Safety and Security. 21. Integrating the LRT Communications system, including Communications, Communications Fiber Optic Backbone Network Cabling, Electronic Safety and Security systems, with the existing Head End systems at VTA OCC, in coordination with VTA and Alstom. 22. Furnishing, installing and testing of complete LRT Fiber Optic System and Fire Alarm System. 23. Designing, furnishing, installing and testing complete LRT signal system. 24. Furnishing, installing and testing of a complete Intrusion Detection System (IDS). 25. Furnishing, installing and testing Automatic Fare Collection systems at the passenger stations. 26. Construction of Combined Systems Duct bank and/or cable trough (CSD) to provide cableways for all traction power, OCS, Train Signals, Communications, Electronic Safety and Security, Intrusion Detection and other systems. 27. Furnishing and installing conduits, pull boxes, junction boxes, wire and cabling for lighting, Communications, Electronic Safety and Security, Intrusion Detection System, Automated Fare Collection, Fiber Optic System and Fire Alarm systems. 28. Furnishing and installing all lighting and electrical systems for street lighting, pedestrian lighting, and LRT platform lighting. 29. Reconstruction of Eastridge Park and Ride Lot in stages while maintaining access for VTA bus patrons. 30. Furnishing and installing electrical vehicle charge stations including electrical system. 31. Designing, furnishing and installing a photovoltaic system in VTA park and ride lot at Eastridge Station. Obtain City permits, PG&E permits and billing approvals. 32. Designing, furnishing, installing and testing complete Clean Agent Novice 1230 fire suppression system for passenger stations Signal/Comm Rooms and IT Rooms. 33. Furnishing and installing dry type manual standpipe fire protection system including fire department connections for passenger stations. 34. Furnishing and installing plumbing system and drainage for passenger stations, pedestrian overcrossing, and aerial structures. 35. Furnishing and installing mechanical HVAC system and associated mechanical direct digital control system for passenger stations. 36. Furnishing, installing, and testing of a corrosion control and stray current monitoring system along the aerial guideway section and the embedded track section. 37. Relocating Bus Rapid Transit (BRT) Shelter south of Ocala Avenue – salvage, repair and reinstall existing facilities, construct new foundations and reconnect lighting and communication systems. 38. Traffic control for streets affected by construction operations. 39. Traffic signal work including modifications of existing facilities. 40. Furnishing, installing and testing fiber optic systems and traffic signal interconnect. 41. Construction of street improvements. including but not limited to concrete barriers, sidewalks, curbs, gutters, bus pads, curb ramps and pavement conforms, and all needed modifications to the existing storm water drainage, sanitary sewer and potable water facilities. 42. Construction of stormwater treatment facilities including bioretention areas and selfretaining areas. 43. Construction of ornamental metal fences, chain link fencing, and railing. 44. Landscaping, irrigation and hardscape installation. 45. Coordination of work including coordination with other parties working at or near the site of the Work including communications work. 46. Implementation of a Construction Implementation Management Plan (CIMP). 47. Obtaining all permits and necessary approvals from local agencies having jurisdiction. 48. Planning and conducting a Factory and Field Testing, Systems Integration, and Rail Activation Start up and Testing program prior to start of Pre-revenue operations. 49. Providing Technical Support to VTA during Pre-revenue operations 50. Preparing Safety Certification and Verification Report Documentation as specified and required by VTA to satisfy CPUC General Order 164E, Prior to Pre-revenue operations. 51. Procuring, supplying and delivering spare parts to VTA as specified. Pre-qualified bidders only. SBE/DBE participation requirements.
