Description

In 2019, the Regional Water Quality Control Board (RWQCB) approved a two-phase closure strategy for remediation of petroleum hydrocarbon contamination from historical oil refinery operations at the Districts’ vacant property adjacent to JWPCP – Phase 1 for surface and shallow soils (less than 30 feet below ground), and Phase 2 for deep soil (more than 30 feet below ground) and groundwater using enhanced remediation. In 2021, the RWQCB issued a “No Further Action/Closure” letter for Phase 1, which allows the property to be redeveloped for industrial purposes, including construction of the Pure Water Southern California project. The proposed Project consists of construction and operation, monitoring, and maintenance (OMM) of new and existing infrastructure for the Phase 2 remediation work. The proposed remediation infrastructure includes expansion of the existing air sparge/vapor extraction system, installation of biosparge wells, and installation of a horizontal pulsed oxygen biosparge well to address off-site groundwater contamination. Additionally, the Project includes up to five years of OMM and reporting and system decommissioning upon completion of remediation activities.
