Description
The Project will be located on a parcel owned by Anaheim Public Utilities. The total new lot size is approximately 22,000 square feet. It is located at 1627 S. Ninth Street (APN: 129-452-31) north of Energy Field Park and adjacent to a residential community. The lot is currently being used by the City as a Street Sweeping Transfer Station and will be vacant beginning January 1, 2024. The facility’s entrance is on Ninth Street. Southwest substation is an operating 69kV to 12kV distribution substation with two (2) 69/12kV 30/40 MVA power transformers, six (6) bay 69kV outdoor switchgear, and two (2) 12kV metal-clad switchgears with twelve (12) feeder circuits. To improve this substation’s reliability and capacity, this project needs to upgrade the substation to two (2) new 30/40/50MVA 69/12kV transformers with on-load tap changer (LTC), one (1) new 12kV metal clad switchgear with fourteen (14) feeder circuits, two (2) new 12kV capacitor banks with current limiting reactor (CLR) and zero voltage closing switch, two (2) new pad mount station service transformers (SST) with automatic transfer switch (ATS), new separate control building with new protection, control and communication system in the new land located at the west side of the existing Southwest substation, and install two (2) sets of new 69kV bus potential transformers (PT) and four (4) new line PT inside the existing Southwest substation. Southwest substation is a fully functioning substation in service. In addition to the equipment upgrade, the existing perimeter wall and manual gates must be upgraded. The existing 8’ high CMU block walls and chain link fences must be replaced with a 15’ high Pre-cast concrete wall and steel manual entry gates must be replaced with motor operated sliding gates with integrated access control system. The new wall must enclose both the existing and new substation sites. The City can’t de-energize the whole substation for the load transfer. The cutover must be one feeder circuit at a time and one transformer at a time based on the City Operations group cutover plan. Deadline for questions is January 9, 2024 by 5:00pm.
