Description
The below ground inspections shall apply to wood poles that have been in service for ten (10) or more years. In some cases, the inspection requires that the power pole be excavated to conduct an inspection of the poles below ground condition. A DME representative shall perform an audit for every section of poles inspected by the CONTRACTOR for quality control purposes. The quality control audits shall occur on a weekly basis. The pole inspection process shall end when the CONTRACTOR submits all paperwork used and all pole inspection data collected to DME Engineering at the conclusion of the project. The intent of this solicitation is to divide DME territory into 5 areas and accomplish inspection of all poles in one area per year. Thus, the entire system will be inspected over 5 years. DME will define the division boundaries and the order in which they will be inspected. This results of this inspection will be incorporated into the utility response to Texas Senate Bill 1789 and House Bill 144. This scope may be amended to adapt to these laws as the state publishes the requirements for implementation.
