Description

The City of Richmond is requesting proposals from qualified firms to provide professional engineering and design services for the Neighborhood Complete Streets project . Improvements are proposed along Harbour Way between Pennsylvania Avenue and Chanslor Avenue; along Ohio Avenue from Harbour Way to Garrard Boulevard; along Harbour Way South between Hoffman Boulevard and Wright Avenue; and along Harbour Way South between Wright Avenue and Marina Way South. The services required shall include, but are not limited to, project team coordination, community outreach, data collection, traffic and road diet analysis and preparation of PS&E-level construction documents. A consultant is currently working on the section from Chanslor to Hoffman boulevard as the scope is bike lanes and electrical design tasks (Exhibit A, Phase 1). This Request for Proposals (RFP) describes the project, the required scope of services, the consultant selection process, and the required information that must be included in the proposal. Failure to submit information in accordance with the RFP requirements and procedures may be cause for disqualification. The anticipated term of this contract will be for a period of Two (2) years.
