The City of Carson is soliciting Statements of Qualifications and Proposals from qualified development teams to serve as Master Developer for a large-scale, multi-phase development opportunity consisting of approximately 20 acres of City-owned land within the City of Carson, California. The vision for the Project is guided by the Civic Center Specific Plan and is intended to achieve high-quality, financially viable, and community-oriented development outcomes. This solicitation is issued as a hybrid Request for Qualifications and Proposals and will be conducted as a multi-step competitive selection process. The process may include evaluation of qualifications, shortlisting of Proposers, review of development concepts and financial proposals, interviews and presentations, and subsequent negotiation of a development agreement and/or ground lease. The City intends to retain fee ownership of the Project site and enter into a long-term ground lease or similar land disposition agreement with the selected Master Developer. The selected Proposer will be responsible for the planning, entitling, financing, designing, and constructing of the Project in accordance with City requirements and applicable regulations. The ground lease structure may include base rent, participation rent, and other financial considerations that provide long-term value to the City. The City seeks a development partner with demonstrated experience in delivering complex, large-scale development projects, strong financial capacity, and the ability to implement a phased development program consistent with public objectives. Proposals will be evaluated on a best-value basis, considering qualifications, development concept, financial feasibility, and overall alignment with City goals.
