***NEW BID DATE - Request for Proposal for Pavement Asset Management Services, Lake Charles, LA

The Proposer will be responsible for providing professional services related to pavement condition assessment, data collection, analysis, and pavement asset data processing for use in the Parishs asset management software. Services may include, but are not limited to, the following tasks: Pavement Inventory & Data Collection Review existing roadway inventory data provided by the Parish. Perform pavement condition data collection using industry-accepted methods. Assign condition ratings using a documented methodology. Provide georeferenced pavement condition and inventory data. Format all pavement inventory and condition data for import into OpenGov Cartegraph, including asset identifiers, condition attributes, and required metadata. At a minimum, collected data must include pavement imagery and supporting condition data such as profile roughness, surface distress characteristics, lane markings, and intended design features. Pavement Condition Assessment Analyze collected pavement condition data and assign condition ratings. Summarize pavement conditions by roadway classification and condition category. Calculation of Overall Condition Index (OCI) for each Parish roadway segment, as required for use within OpenGov Cartegraph. Document evaluation methodology, assumptions, and limitations. No maintenance, rehabilitation, or project-level recommendations are required under this task. Asset Management System Integration Prepare and deliver pavement inventory and condition datasets in a format ready for import into OpenGov Cartegraph. Coordinate with Parish staff to confirm data schema, field mapping, and import requirements. Structure pavement condition data and attributes to support OpenGov Scenario Builder, including: o Condition fields and scoring scales o Asset segmentation logic o Non-prescriptive treatment placeholders and categories
