The intent of this solicitation is to establish a contract with a qualified vendor to provide inspection and monitoring services for the wastewater treatment plant at Kemptown Elementary School. The selected vendor will be responsible for routinely inspecting the system, monitoring its operation, identifying potential issues before they become significant problems, and helping ensure the plant remains in compliance with applicable operational and regulatory requirements.

This Request for Proposals is issued by the County to obtain Manhole and Wet Well Rehabilitation (using an epoxy coating system) and related services for the County Sanitary Sewer System. The concrete structure of our sanitary sewer manholes and wet wells in our wastewater system are deteriorating due to high levels of hydrogen sulfide. This rehabilitation service shall consist of, but not be limited to, cleaning, repairing and coating with Protective Coating Material-PCM, which is resistant to hydrogen sulfide. The successful offeror shall perform the required work at the time and place designated by the County. The contract is intended to be open ended with the potential to assign multiple projects over the course of the next fiscal year. Actual quantities for individual project assignments will vary but, we anticipate an estimated 300 vertical feet of manholes to be completed within the first year of the contract. This is not a guaranteed amount. The County reserves the right to add or delete from this total. Completion dates for individual project assignments shall be negotiated between the County and Contractor.

The subject project work is located in Frederick County and includes Pavement Preservation of approximately 11.29 lane miles of various asphalt and tar and chip roads throughout Frederick County, along with necessary patching, shoulder backup, pavement markings and adjustment.

Work under this contract includes modification of an existing water treatment facility with existing resin exchange units to include the installation of cartridge filters; ultraviolet disinfection systems; PFAS removal system; instrumentation and control improvements; plumbing modification; wellhead protection; overhead door; hydropneumatic tank; emergency generator, and the replacement of exiting 4-inch finished water main with a new 8-inch main.

This project, located in Frederick County, is for the installation of JTurns and associated acceleration and deceleration improvements on US 15 at the intersection of Angleberger Road and Auburn Road. The scope of this project includes the installation of a J-Turn treatment, prohibiting left-turn movements from minor roads and redirecting left-turning traffic from Angleberger Road and Auburn Road to a location away from the intersection. Other intersection improvements include upgrading acceleration and deceleration lanes, improving existing turning movements, allowing for crossing bicycles and drainage and stormwater management (SWM) improvements.

This project, located in Carroll, Frederick, and Howard Counties, is for Areawide / ADA Upgrades at various locations. All locations for this contract will be identified after the project is awarded. Each task will indicate the scope, limits of work, the estimated quantities, and completion duration limits.
