The City of San Pablo (City) is seeking contractors to repair/replace/install State Water Resources Control Board (Water Board) certified full trash capture systems known as connector pipe screens (CPS). CPS devices must fall into one of two categories to be considered certified by the Water Board: 1) the device is newly certified by the Water Board Executive Director, or designee, after adoption of the Trash Provisions, or 2) the device is a legacy system that was certified pursuant to the Trash Provisions that include those full capture devices listed in Appendix I of the Bay Area-wide Trash Capture Demonstration Project, Final Project Report (May 8, 2014). CPS devices shall be manufactured by the following, or approved equal, and shall be on the list of trash capture devices approved by the Water Board: United Stormwater Inc., G2 Construction, Inc., Ravel Environmental Manufacturing Inc., and Bio Clean Environmental Services Inc. Other Details This project will be broken up into two phases: • Phase I - The City is currently implementing a complete streets project along Rumrill Blvd. and has identified up to 44 locations where CPS devices may need to be installed or repaired. The locations are shown in Attachment B Phase I CPS Install & Repair Summary Sheet and Rumrill Blvd. Project Plans. • Phase II - The City identified locations where CPS devices need to be newly installed or are beyond repair and need to be replaced. The City identified 56 inlets as feasible for CPS devices based on current inlet and pipe sizing information. Inlet sizing information and corresponding drainage area rates are included in Attachment C Inlet Sizing Information and Drainage Area Flow Rates. Inlet locations and drainage areas are shown in Attachment D Planned Full Trash Capture Map. Through routine maintenance practices, the City identified 16 additional locations where CPS devices need to be repaired or replaced. The selected contractor will be asked to inspect the CPS devices, confirm need for replacement, and consult with the City prior to replacement. CPS device replacement locations to be provided after contract award.
