Bay County Department of Emergency Services HM1B regional response hazmat team uses various technologies for the detection, classification, identification, and decontamination of hazardous materials and CBRNE actors. Our current Fourier Transform Infrared (FTIR) Devices are being sunset and are no longer supported by their manufacturer. FTIR is a detection capability that is set as a core responsibility for all state sponsored Enhanced Hazardous Materials Teams as well as FEMA Type 1 Teams. FTIR’s detection capabilities span a wide range of chemicals including target hazard materials for domestic security. FTIR can provide definitive identification of materials in its database or through the systems reach-back program and allows the team real time information on unknown materials. Because of this Bay County will have to replace the current FTIR system with an updated unit that has continued manufacturer support. This will enable Bay County HM1B to maintain its FEMA Type 1 status as well as remain on the state roster as an enhanced Hazardous Materials Team. Funding for this unit is through SHSGP (State Homeland Security Grant Program) funding and will be reimbursed through the state grant management program after purchase. Specifications 1. Fourier Transform Infrared Spectroscopy Device a) The device must be portable by a single person b) The construction of the device shall be rugged and designed for use in a harsh environment. c) The device shall be capable of use in a hot, warm, and cold zones of a Hazmat incident. d) The device shall be constructed to allow for decontamination in a harsh environment. It is preferred that the device is capable of immersion. e) The device must be self-contained (not requiring an outside computer to operate). f) The device must be capable of exporting data via USB or other methods. g) The device must be capable of wireless operations via Bluetooth or WIFI. h) The device library must contain Toxic Industrial Chemicals, Toxic Industrial Materials, Chemical Warfare Agents (and their precursors), Drug Library (with precursor chemicals), Fentanyl Analogs, CBRNE, Explosives, Protein, and Flammability Alerts. i) Crews must be able to modify library as needed. j) Reach-Back Capability and support must be available 24 hrs a day, 7 days a week. k) Annual Service and Maintenance Contract to include library updates l) Cost estimates for annual consumable replacement. m) Initial training for the device. (At least ten individuals.) n) Cost Estimate of Warranty Options (with the ability to modify terms as needed) Bonds required. Prevailing wages.
