The Board of County Commissioners of Brevard County, Florida (hereafter, “County”)", is seeking statements of qualifications from qualified engineering consultants for services related to the Titusville Railroad Bridge East and Titusville Railroad Bridge West Muck Removal Project, herein after referred to Titusville East & West Muck Removal Project, and engineering oversight for the duration of the project. The Titusville East & West Muck Removal project is located within the northern portion of the Indian River Lagoon just northeast of the City of Titusville. The project area is located on the east and west sides of the Intercoastal Waterway (ICW), and adjacent to the south side of the Titusville railroad bridge that connects the mainland to Merritt Island. The project has a combined area of about 80 acres, with Titusville East consisting of about 50 aces, and Titusville West consisting of about 30 acres. Preliminary field work such as physical and chemical sediment characterization, bathymetric surveys, muck thickness, and seagrass surveys have been completed. Estimates indicate about 704,000 CY of muck in the east area and about 370,000 CY in the west area. As identified in the seagrass survey, two potential Dredge Material Management Areas (DMMA), owned by Florida Inland Navigation District (FIND), have been identified. FIND BV-2C is located about 5.5 miles from the dredge area, and FIND BV-4B is located about 0.5 miles from the dredge area. No lease agreement negotiations have been initiated with either FIND facility at this time. Other DMMAs or disposal options may be consideredThe scope of the professional engineering services will include, but not necessarily be limited to, the preparation and/or provision of: 1. Preliminary design plans for environmental permit applications. 2. Preparation of environmental permit applications, and follow-up to any request for additional information (RAI) or permit modification(s) until permit is approved for construction activities. 15 3. Evaluation of use of FIND DMMAs for dewatering versus alternate options for dewatering and disposing of muck, as needed. Final design and construction plans for dredge pipeline construction/installation, and design and construction plans of DMMA, as needed. 4. Hydrographic surveying, geotechnical data collection and processing if/as needed. 5. FIND DMMA lease agreement preparation assistance, as needed. DMMA lease agreement management. DMMA pre and post development inspections, improvements, and site closure/restoration per lease agreement, as needed. 6. Technical specifications and bid package preparation for contractor selection for potential DMMA use and management, dredging operations management, dredge material management, interstitial water treatment, and nutrient removal. Include design evaluation after startup for dredging, effluent treatment, and dewatering technologies. 7. Bid administrative services for review of bid submittals and provide bid award recommendation. 8. Construction contract negotiation services. 9. Administrative and management services, such as Engineer of Record, oversight of construction and dredging operations including muck & nutrient removal, interstitial water treatment, water quality measurements & tracking, site inspections/reporting for dredging operations, review & certification of pay applications and related progress surveys, and other project related tasks as needed. 10. Civil and stormwater design if/as needed. 11. Assist the County with Data compilation to implement FDEP Basin Management Action Plan (BMAP) Muck Removal Project Credit process for nutrient reduction, as needed. 12. Pre and post construction seagrass survey, delineation, and mapping as needed. 13. Permit management and modifications as needed for FDEP Environmental Resources Permit (ERP) and U.S. Army Corps of Engineers Permit. 14. Provide post-construction project summary report.
