The Town of Holly Springs is updating portions of its Comprehensive Plan (Plan)– “Vision Holly Springs” and invites qualified consulting firms to respond to this Request for Qualifications (RFQ). Originally adopted in 2007, the Plan contains sections on Land Use & Character (updated in 2019), Transportation (updated in 2022), Parks, Recreation & Greenways (updated in 2021), Community Facilities, Infrastructure & Utilities, and Natural Resources. The purpose of this Project is to update the Section on Infrastructure & Utilities, which was last updated in 2009, to align with the previous section updates that have occurred over the last five years. There is a possibility that the Town will be able to update the Section(s) on Community Facilities and Natural Resources under the same contract. The Town is seeking the services of a team with considerable experience in community engagement and participation, visioning, planning, design, and marketing to develop the updated Plan Section(s). The resulting Plan Section(s) will be incorporated into the Town’s Comprehensive Plan, which is intended to guide growth and development in the future. The selected consultant team (“Consultant”) will be responsible for managing this project. Typical duties include implementing an innovative community engagement program, communicating with staff liaisons, and producing the required Plan documents. The project is discussed in further detail in the Scope of Work and Deliverables sections of this request. Bonds required. Prevailing wages.
