The City of Virginia Beach is requesting Statements of Qualification (SOQ) from qualified Design-Builders that have experience in the design and construction of large capacity stormwater pump stations (greater than 100 cubic feet per second (cfs) is strongly preferred), tide gates, flood barriers, and drainage system improvements, for the design and construction of the Lake Bradford/Chubb Lake Stormwater Pump Station Project (“The Project”). From the responses received, the Owner will select up to 3 of the highest qualified Design-Builders to compete for a progressive design-build contract to provide turn-key design and construction services for the Project. The objective of this RFQ is to short-list qualified Design-Builders that will subsequently receive a Request for Proposal (RFP) for submission of Technical and Price Proposals. The Owner will select a Design-Builder based on all information provided including interviews, during the selection process. The Project consists of the following: 1. Stormwater Pump Station: This project includes the design and construction of a large capacity (500 cfs peak, 375 cfs firm), multi-bay pump station located adjacent to Chubb Lake. The structure will be located within an easement on Joint Expeditionary Base Little Creek property. An intake structure will be located on Chubb Lake. The inverts of the intake structure may require channel dredging. The outfall pipes will directly discharge to the beach, requiring an energy dissipator. 2. Tide Gate/Outlet Control Structure: This structure will be constructed in the existing outfall channel and adjacent to Lake Bradford. The structure will be located within an easement on Joint Expeditionary Base Little Creek property. The structure will prevent downstream storm tides from backing up into Lake Bradford & Chubb Lake. Additionally, this structure will also prevent stormwater runoff from Lake Bradford and Chubb Lake from drainage through Joint Expeditionary Base Little Creek. DBE GFE required. Bonds required.
