Description
The Port of Oakland (Port) is soliciting Statements of Qualifications (SOQs) from qualified teams of consultants for providing on-call construction management (CM) services for federally funded projects. The Consultant(s) selected will provide construction management services for various Port construction projects for a three-year period. This RFQ is being issued concurrently with the Request for Qualifications (RFQ) for On-Call Construction Management Support Services for non-Federally Funded Projects at the Port of Oakland. Qualified consulting firms may submit SOQs for both RFQs. The Port intends to select six (6) Consultant/Teams to provide CM Services, three (3) of which will be subject to Federal Disadvantaged Business Enterprise (DBE) provisions incorporated into this RFQ, and three (3) of which will be subject to the Ports Non-Discrimination and Small/Local Business Utilization Policy (NDSLBUP). Individual Technical Service Orders (TSO) will be issued for CM assignments on a project-by-project basis. The budget for all consultant CM work described by this RFQ for federally funded projects is expected to not exceed $23,000,000 for both contracts over the three-year contract period. The majority of the work is expected to be funded by an Airport Improvement Program (AIP) grant through the Federal Aviation Administration (FAA), consultant engineering design services must comply with FAA Advisory Circular (AC) 150/5100-14E, Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects. All work must comply with FAA grant assurances, requirements and regulations, including the Department of Transportation (DOT) Disadvantaged Business Enterprise (DBE) Program regulations (see 49 Code of Federal Regulations, Part 26). DBEs, as defined in 49 CFR Part 26, shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds under this agreement. Under DOT Regulations, any Port contractor must agree that it will not discriminate against any business owner because of the owners race, color, national origin or sex in connection with the award or performance of any contract or subcontract, purchase or lease agreement or other agreements covered by the DOT Regulations
