District-wide Demolition and Deconstruction Services Projects 25-26/10, Oakland, CA

The intent of this solicitation is to establish a pool of qualified contractors to perform demolition, selective demolition, deconstruction, removal, hauling, site clearing, hazardous materials coordination, and related services at various District owned facilities on an as-needed basis through individually issued job orders, Task Orders, or Works Authorization. This first phase of work consists of the demolition of a doublewide trailer at the District Service Center, the Cougar Village (8 trailers) at College of Alameda and the Pool Complex at Laney College. Other projects will be awarded over the next five years to those who submit to the first phase. Future project that will be awarded over time include the Laney College Tower Building, Laney College Building A, Merritt College Building A, Building D, Building E and Building F. The District Project Labor Agreement will apply to those projects valued at over one million dollars. Individual Technical Service Orders (TSO) will be issued for CM assignments on a project-by-project basis. The budget for all consultant CM work described by this RFQ for federally funded projects is expected to not exceed $23,000,000 for both contracts over the three-year contract period. The majority of the work is expected to be funded by an Airport Improvement Program (AIP) grant through the Federal Aviation Administration (FAA), consultant engineering design services must comply with FAA Advisory Circular (AC) 150/5100-14E, Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects. All work must comply with FAA grant assurances, requirements and regulations, including the Department of Transportation (DOT) Disadvantaged Business Enterprise (DBE) Program regulations (see 49 Code of Federal Regulations, Part 26). DBEs, as defined in 49 CFR Part 26, shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds under this agreement. 2025-2026 Sewer Manhole Rehabilitation Project, Hayward, CA

The project includes, but is not limited to, the improvement of 21 manholes as shown in the Manhole Rehabilitation Table in Attachment C and a detail for a typical manhole is shown on SD-304 Standard Manhole in Attachment D. Manhole improvement is divided into two categories: channelize and rehabilitate. Channelizing is defined as shaping or reconstructing the bottom of the manhole so that wastewater can flow smoothly through it. Channelizing can be done by reconstructing the bottom of manhole with concrete according to Specification Section 03300 Cast-in-Place Structural Concrete in Attachment H to make the smooth transition. The Contractor shall submit their proposal for channelizing work as part of the bid package. Rehabilitating work involves adding a mortar and epoxy composite corrosion barrier system (lining) to the sanitary sewer manholes. The work shall be done according to Specification Section 02731 Manhole Lining in Attachment G and Detail A- Manhole Rehabilitation in Attachment E. Some of the access manholes are in the street, while others are in landscaped or unimproved easements across private property (owners are required to allow crews to access public facilities within easements). All work shall be done without interruption or disruption of service to the Hayward residents unless otherwise expressly approved by the City in writing. If temporary bypassing of flows in gravity sewers around Contractors work is required to prevent interruption or disruption of service, perform this work according to Section 02145 Sewer Bypassing and Dewatering in Attachment F. All work is subject to inspection by the City inspector and is to be done in accordance with the General Conditions, Special Conditions, and Specifications, and the Citys Standard Details and Specifications (available on the Citys website at https://www.hayward-ca.gov/your-government/departments/engineering-division).
