3rd Street East and Technology Drive Traffic Signal, Palmdale, CA

Under this solicitation, the City of Palmdale seeks a qualified consultant to provide professional civil and traffic engineering design services, as well as public outreach services for the 3rd Street East and Technology Drive Traffic Signal, PN 934. This project is located at the intersection of 3rd Street East, and Technology Drive. The Project proposes to replace the four-way stop signs with traffic signals in all directions on 3rd Street East and Technology Drive. Modify signing and striping as required for new signal phasing operation. Extend the limits of the road to the Ultimate Right-of-Way. Add a left turn pocket at the north and south of 3rd Street East. Utilize signal heads with higher visibility features. Traffic signals to include CCTV cameras. Implement a vehicle detection capable of red extension. Install bicycle detection, pedestrian push button, and other miscellaneous upgrades. Construct new curb ramps at the four (4) curb returns. Repair or replace asphalt pavement and construct concrete valley gutter. Roadway drainage and landscaping improvements, as needed. Pothole all new signal pole locations before completing the traffic signal design. Install concrete cross-gutters along the northeast side of 3rd Street East. Add four crosswalks to provide ADA access across street. Conduct a Traffic Study at Technology Drive and 3rd Street East signed by a Registered Traffic Engineer. Communication conduit from Sierra Highway to 3rd Street East. Interconnect conduit to 5th Street East. Soil sampling and testing. The proposed scope includes design services for City of Palmdale coordination and permitting, public notification, traffic control per the WATCH Manual, drainage study, pavement deflection and structural report, spatial inventory of utility infrastructure at the surface, roadway excavation, concrete demolition, asphalt paving, PCC Curb and Gutter, PCC ADA Curb Ramps, PCC Sidewalk, PCC Cross Gutters and Spandrels, adjustment of utility infrastructure, signing and thermoplastic striping.
