Description

The Public Works Department of the City of Costa Mesa is requesting proposals from professional engineering services for the design of the Citys federally-funded Fair Drive Circulation Improvements Project - Fair Drive For All (Federal Project No. CML-5312(112)). Fair Drive is a 4-lane Primary Arterial with a two-way center turn lane with Class II bicycle lanes on each side of the street between Harbor Boulevard to Newport Boulevard. The segment from Harbor Boulevard to Fairview Road serves the College Park residential neighborhood to the north and south. The segment from Fairview Road to Newport Boulevard serves the OC Fair & Event Center, Costa Mesa City Hall, Costa Mesa Police Department, Fire Station #5, Neth Park, and Vanguard University. The OC Fair occurs annually between mid-July and mid August with other events occurring regularly through the rest of the year. Between Harbor Boulevard and Fairview Road, Fair Drive has an Average Daily Traffic (ADT) volume of roughly 12,000 vehicles per day (vpd) with a 40-mph posted speed limit. Between Fairview Road and Newport Boulevard, Fair Drive has an ADT of 19,000 vpd with a 35-mph posted speed limit. The City of Costa Mesa would like to procure professional engineering services for the Fair Drive Circulation Improvements Project - Fair Drive For All (Federal Project No. CML-5312(112)) (Project) to identify, evaluate, and design safety and circulation improvements along Fair Drive from Harbor Boulevard to Fairview Road, as shown in Exhibit A. The Project will identify multiple alternatives for how to improve the corridor, analyze and evaluate alternatives, conduct extensive community outreach, and include preliminary design, environmental analyses, and final design of the selected improvements. Some potential improvements include one-way or two-way Class IV Cycle Tracks along Fair Drive, transit stop improvements, crosswalks, and modified traffic controls (e.g. roundabout, protected intersection, pedestrian hybrid beacon, etc.). The project will include extensive community outreach meetings with the community including College Park neighborhood members, the Citys Active Transportation Committee, and other stakeholder groups to obtain feedback on the proposed improvements.
