The work of this Contract shall consist of removing the existing roofing surface, existing sealant materials, unrestorable wood, and scrape peeling paint. The site was acquired by the City of Orange through a long-term lease agreement with Orange County Public Works. There are mature trees existing on the site, including Coast Live Oak, Western Sycamore, and several large Eucalyptus. The City intends to develop a new passive park on the site with amenities, to potentially include walking path(s), an enclosed dog amenity, bench seating, native landscaping, drinking fountain/bottle filler/dog watering station, trash receptacle(s), fencing, and signage. The design should consider and incorporate, where possible, the existing trees and minimize disruption to existing root zones. The City of Orange, a Municipal Corporation, is requesting proposals from qualified professional design firms, for design services and corresponding preparation of construction plans, specifications, fee estimates, bidding and construction support for the El Modena Basin Area Improvements Design Project. The project may also include the preparation of an appropriate California Environmental Quality Act (CEQA) document and all necessary supportive technical studies. Through a 1973 use agreement with Orange County Flood Control District (OCFCD), the City operates the El Modena Basin, located north of the intersection of S. Hewes Street and E. Jordan Avenue, as a public park. Existing amenities include a decomposed granite (DG) walking path around the basin reservoir, limited open space, and minimal site furnishings. This project will enhance and expand the parks functionality by improving the existing DG path to provide a continuous, ADA-accessible loop with improved grading and by utilizing solar-powered fixtures to provide much needed area and pathway lighting throughout the site. Additional improvements will include irrigation upgrades and new landscaping and trees, along with the potential addition of shaded seating and picnic areas, drinking fountain/bottle filler/dog watering station(s), trash receptacles, and signage. The project is intended to strengthen connectivity to adjacent community assets, including El Modena Library, El Modena Park, and surrounding neighborhoods.

The Public Works Department of the City of Costa Mesa (City) is requesting proposals for professional engineering services for the design of the Citys Center Street Pedestrian Crossing and Circulation Improvements project. Placentia Avenue is a 4-lane Primary Arterial with a continuous two-way left-turn lane and with directional Class IV separated bicycle facilities (Cycle Tracks). The posted speed limit along Placentia Avenue within the project limits is 35 miles per hour (mph). At the intersection of Placentia Avenue and Center Street, there are retail land uses on the northwest and northeast corners of the intersection and residential properties on the southwest and southeast corners. Center Street is a 2-lane local residential street with single family homes east of Center Street and multi-family housing west of Center Street. Center Street has on-street parking on both sides of the street and has a posted speed limit of 25 mph. The purpose of the project is to facilitate pedestrian crossing movements at the intersection of Placentia Avenue and Center Street and further improve bicycle and pedestrian safety. The City of Costa Mesa would like to procure professional engineering services for the Center Street Pedestrian Crossing and Circulation Improvements (Project) to design a Pedestrian Hybrid Beacon Signal (Also known as HAWK signal) on Placentia Avenue at Center Street (Exhibit A). The project includes a new curb extension (bulb-out) at the northwest corner of Placentia Avenue and Center Street to supplement the new crossing.
