The City of Torrington proudly issues this Request for Qualifications to property developers and real estate investors for the transformative redevelopment of 355 Migeon Avenue. The City of Torrington is the property owner and aims to maximize the development potential of this historically significant building. The City of Torrington envisions a public-private partnership to harness city and state resources to inspire a vibrant mixed-use redevelopment that revitalizes this property in the Migeon Avenue Historic District. Redevelopment options under consideration include: Mixed-Use Development incorporating residential units with ground-floor commercial or office space; Community Center for educational programming, civic meetings, and public events; Cultural or Arts Facility including galleries, studios, or performance venues, to support Torringtons arts and culture ecosystem; Educational or Workforce Training Facility that could provide job skills or adult education aligned with local economic development priorities.
