****************Subcontractor Opportunities************Scope of Work Narrative 4. MINIMUM QUALIFICATIONS The bidder, or one of its first-tier subcontractors, shall be able to demonstrate that they have, at the time of bid submittal: 1. Completed the installation or physical modification of at least three in-line baggage handling systems at a Category X airport within the past ten years, with each project having a minimum value of $20,000,000.00 and which required ISAT testing of the system A-2 following the installation or modification. 2. Completed at least three integrations of either Smiths Detection or Leidos Communications In-Line Screening Devices (ISO) furnished by the Transportation Security Administration or development of the Checked Baggage Reconciliation Areas (CBRA) integrated into any inline baggage handling system at a Category X airport within the past ten years, with each project having a minimum value of $20,000,000.00. If the bidder or its first-tier subcontractor cannot demonstrate compliance with this requirement in the aggregate (i.e., via one project by the bidder and two projects by the first-tier subcontractor) they may be deemed non-responsible. The bidder cannot use the experience of a supplier who will not also be providing construction or programming services. Miami-Dade County reserves the right to evaluate and accept alternate proffers of experience, such as the experience of key personnel of affiliates, on a case by case basis, and the County's determination as to whether such proffer materially meets the intent of this section shall be absolute. A firm who meets these minimum requirements may still be deemed non-responsible in the County's discretion
