Description

The Awarded Bidder shall furnish all labor, supervision, materials, equipment, tools, chemicals, transportation, permits, testing, reporting, and incidentals necessary to provide full Operation and Maintenance (O&M) services for the Wastewater Treatment Plant and related leachate management systems and appurtenances at the South Dade Landfill (SDL), located at 23707 SW 97th Avenue, Miami, Florida 33032. The wastewater treatment plant is a Sequencing Batch Reactor (SBR) pretreatment facility designed to treat landfill leachate and contaminated groundwater prior to discharge to the sanitary sewer system. The SBR Plant has been operational since March 2001 and was designed by Fluidyne IT Corporation. The SBR Plant has a design capacity of 0.32 million gallons per day (MGD). Based on operational data for calendar years 2024 and 2025, the average daily flow has been approximately 160,000 gallons per day (gpd). Flows vary seasonally, with average wet-season flows (April through September) of approximately 180,000 gpd and average dry-season flows (October through March) of approximately 140,000 gpd. The SBR Plant includes, but is not limited to, associated piping, pumps, monitoring and control equipment, tanks, berms, liners, buildings, and appurtenances. Influent to the SBR Plant consists of raw landfill leachate. Treated effluent is discharged to the sanitary sewer system and shall at all times comply with the General Pretreatment Standards contained in Chapter 24-42.4 of the Miami-Dade County Code; Chapter 62-701, Florida Administrative Code (F.A.C.), and other applicable federal, state, and local regulations. The Awarded Bidder shall operate, maintain, monitor, and report on the SBR Plant in continuous compliance with all applicable permits, including its Annual Operating Permit, Permit No. IWP-000273-2025/2026 (P) (Attachment A), and any subsequent permit renewals or modifications. All services required to maintain compliance and support the operational needs of the Department of Solid Waste Management (DSWM) shall be provided under this Contract, including additional services required at the Countys sole discretion that fall within the general scope of work
