Description

The Miami-Dade Aviation Department (MDAD) is soliciting to establish a pool of four (4) consultants for survey services for Miami International Airport (MIA), its ancillary facilities, and the four (4) County-owned auxiliary airports: Miami Executive Airport (TMB), MiamiOpa Locka Executive Airport (OPF), Miami Homestead General Aviation Airport (X51), and Dade-Collier Training and Transition Airport (TNT). The scope of services to be provided by the consultant includes, but is not limited to, professional surveying services for various projects within MDAD's capital improvement program (CIP) under the supervision of MDAD's authorized representative. Experienced surveyors are required to conduct, administer, and monitor survey operations, ensuring compliance with specifications and documenting findings through observations and reports. The scope of services shall include, but is not limited to, the following: aerial photography, including drone-based photography and scanning; ground control; photogrammetric services; topographic mapping; planimetric mapping; airspace mapping; cross-sections; raster imagery; orthophoto products; photographic prints; GPS survey data; and LiDAR services. Additionally, specialized services will encompass building interior scanning, Building Information Modeling (BIM) modeling, Subsurface Utility Engineering (SUE) location identification, and construction layout verification. All data must adhere to Federal Aviation Administration (FAA) guidelines and be compatible with MDAD's GIS database and BIM modeling systems. Project types will include existing buildings, new buildings, renovations, and civil projects ranging from roadways to airfield aprons. The A/E firm shall provide at its own cost, the software, hardware, personnel, and training to utilize BIM methodology throughout the duration of this project. All work and development involving BIM shall comply with the MDAD BIM Standards Manual (BIM Manual). The County intends to retain four (4) qualified consultants/teams of firms for four (4) NonExclusive Professional Services Agreements (PSAs), each with an effective term of five (5) years with one (1) Two-Year Option to Renew (OTR). The total estimated combined contract value to be shared amongst the four (4) PSAs is $5,000,000 for the initial term and $1,000,000 for the renewal period, exclusive of any contingencies and dedicated allowances. The following rotational methodology will be used by Miami Dade Aviation Department when assigning work to the awarded A/E firms for this project. These factors will be evaluated by the staff and presented to the Directors designee for their approval.
