Description
The scope of work encompasses the provision of professional engineering services for the planning, design, and implementation of improvements to WASD's water treatment systems, with the intent of meeting or exceeding finished water quality standards and maintaining the required level of service. The consultants will be responsible for the design and implementation of engineering solutions and process improvements that address operational needs, and ensure compliance with all applicable regulations. Services may include, but are not limited to, renewal and replacement projects, system expansions, equipment upgrades, and the development of new facilities, as well as projects that address current and future regulatory requirements, capacity constraints, compliance obligations, and aging infrastructure. Work under these agreements may involve performing hydraulic and process modeling and analysis, coordinating with other utilities, consultants, and agencies, and preparing design reports, drawings, and technical specifications for projects involving structural, mechanical, electrical, and instrumentation systems. The consultants may also be required to provide engineering services during the permitting and procurement phases, including obtaining preliminary ("dry-run") permits, assisting in securing final environmental and building permits, evaluating construction bids, verifying contractor qualifications and experience, and preparing award recommendations and concurrence documentation to proceed with contract execution. During construction, the consultant will act as the Engineer of Record to certify project completion and ensure conformance with design intent. Responsibilities during this phase may include conducting inspection services, performing condition assessments and site investigations, providing technical support during construction, attending coordination meetings, reviewing shop drawings, responding to requests for information, processing payment requisitions, and evaluating claims or potential change orders. The consultants will also be tasked with reviewing contract schedules, schedules of values, and as-built drawings, verifying that completed work meets the project's design specifications and applicable standards, and advising on the resolution of discrepancies identified during construction. Project coordination responsibilities may include developing and implementing project management plans, preparing cost estimates, monitoring schedules, deadlines, and budgets, developing progress and status reports, and attending project meetings as required. Additional services may include evaluating and optimizing treatment processes through pilot or small-scale studies, developing design alternatives to address operational and regulatory requirements such as PFAS (per- and polyfluoroalkyl) and Lead & Copper Rule compliance, and preparing regulatory reports and documentation in support of ongoing compliance obligations. The consultants may also provide technical support for data integration with existing SCADA (Supervisory Control and Data Acquisition) systems, EAMS (Enterprise Asset Management System) platforms, and other computer programs and assist with the selection and procurement of software and hardware upgrades necessary to enhance operational performance and monitoring capabilities. This scope of work applies to projects located at the Alexander Orr, Hialeah, and John E. Preston Water Treatment Plants (WTPs), as well as their associated wellfields, lowpressure systems including re-pumping facilities and remote storage sites, and the South Miami-Dade Water Supply System, which encompasses the Leisure City, Naranja, Elevated Water Tank, Everglades Labor Camp, and Newton WTPs, together with their ancillary facilities and other appurtenant installations as determined by WASD.
