Description

The Consultant will provide professional services to DOA for each CSA assigned under the continuing contract. The anticipated work may include, but is not limited to: 1. Master Planning a. Preparation of forecasts, demand/capacity analysis, Airport Layout Plan (ALP) updates, and other aeronautical and non-aeronautical related planning activities. b. Developing targeted area plans that may be focused on Airport functional areas, such as cargo, general aviation, parking, maintenance, etc. 2. Airfield a. Identifying airfield needs and/or issues to develop alternatives to improve airside facilities including runways, taxiways, terminals, aircraft parking plans, hangars, and other airfield related components. b. Performing airfield and airspace modeling, simulation, and operational assessments. 3. Terminal a. Identifying and analyzing terminal facility requirements for existing terminals, modifications to terminals, baggage systems, and/or or new terminals. b. Performing activity forecasts and simulations of passenger processing and flows. 4. Landside a. Providing landside planning that may include roadway, parking, rental car facilities taxi/limo facilities, TNC facilities/operations, and ground transportation issues. 5. Environmental a. Assisting in preparing National Environmental Policy Act (NEPA) documentation (e.g. Categorical Exclusions and Environmental Assessments and other environmental permit applications) for both Airport development and operations. 6. Noise a. Conducting analyses and preparing reports for specific noise issues. 7. Land Use a. Developing and/or assessing land use plans that may include on- and off-airport property. 8. Finance a. Assist in preparation and administration of Passenger Facility Charge applications and other sources of funding. b. Develop strategies to implement the Capital Improvement Program. 9. Technology a. Develop and/or implement technology to improve planning and resource efficiency. 10. Extension-of-Staff a. Provide assistance, in an extension-of-staff capacity, in the subject areas above
