Description

Pinellas County maintains a geographically distributed portfolio of facilities that require carpet cleaning services across all of Pinellas County. The locations includes a range of administrative, judicial, operational, and public service buildings such as 310 Court Street (Planning), 315 Court Street (New County Courthouse), 324 South Fort Harrison Avenue (Old Courthouse complex), 333 Chestnut Street (Communications), 400 South Fort Harrison Avenue, the 509 East Avenue multi-building campus, the 22211 US Highway 19 North complex, North Maintenance facilities, Code Enforcement, Utilities locations, and other specialty operational sites.

These facilities represent a diverse mix of high-traffic public-facing environments, secure operational areas, multi-building campuses, and departmental office spaces. Carpeted areas within these buildings experience varying levels of use based on occupancy, public access, and operational function. Verification data confirms that current cleaning protocols include both hot water extraction and low-moisture cleaning methods, with service frequencies generally ranging from semi-annual to annual depending on facility type and demand.

Due to the diversity of facility types, service frequencies, and grouped campus locations, a competitively awarded countywide contract is necessary to standardize service expectations, clarify approved cleaning methodologies, and establish consistent unit pricing. A formal agreement will also improve scheduling coordination across multi-building campuses, strengthen service accountability, and provide flexibility for unscheduled or emergency cleaning beyond routine preventive cycles.

By consolidating carpet cleaning services under a structured procurement, the County will enhance asset preservation, extend the useful life of carpet systems, and maintain consistent facility presentation standards across its CPM-managed portfolio and associated operational locations.
