Description
The selected service provider shall provide all field and in-house labor services associated with the Water Supply and Wastewater Division SCADA systems requested work under a Master On-Call Agreement. These services shall include, but not be limited to: Provide emergency services assistance by phone within 1 hour as periodically requested by providing a 24/7 on-call response for critical failures. Provide emergency services assistance on site within 3 hours as periodically requested by providing a 24/7 response for critical failures. Provide onsite staff for durations as scoped through Supplemental Agreement(s). Perform scheduled assignments on site to work on various local networked/remote networked PLCs (Programmable Logic Controllers), HMIs (Human Machine Interfaces), Data Servers (on and offsite), Instrumentation, among other SCADA equipment throughout the term of the contract. Follow approved system documents and standards for assigned work. Assist with further development of approved additions and changes to system standards and documents. Train City staff associated with assigned work on changes, additions, documentation and troubleshooting. Assist operations staff with use of SCADA and training as requested. Provide qualified optical fiber technician to make network modifications or repairs as assigned. For the Water Supply Division HMI, provide programming of Aveva InTouch equipment, Dream Reports for reporting, GE/AB/Modicon/Direct Logic PLCs, utilizing City-owned development software licenses. For the Wastewater Division HMI equipment, provide programming of Ignition software suite, support in-house reports, GE/AB/Modicon/Direct Logic PLCs, utilizing City-owned development software licenses. Launch and provide recommendations for SCADA system updates coordinating with staff and Project Manager as detailed in initial Work Plans. Provide programming of smart instruments as assigned. Provide back up of data files as assigned and for all new work. Provide support for data transfer historian servers (Tier I) onsite and offsite (Tier II) servers as required. Work assigned by processing Supplemental Agreements, under a Master On-Call Agreement, based on each Proposal and Work Plan. Assist with network equipment, cellular modem remote site communications, support as required
