The proposed Town of Canton Wastewater Treatment Plant will have a treatment capacity of approximately 4 million gallons per day. The design and construction shall ensure that expandability of the facility is possible. This project will entail design, permitting, and construction of the new facility, along with a new pump station and force main to convey wastewater to the new facility. A new effluent discharge to the Pigeon River will be required. The selected Offeror (Design-Builder) will form a team with the Town and its Owners Advisor and execute preliminary and final comprehensive agreements for design and construction at a total project cost within the approved budget amount. The Design-Builder may also: Provide survey and subsurface utility engineering services. Assist with easement acquisition for the new pump station and force main. Provide geotechnical investigations in addition to information that will be made available to the selected team, previously collected by others.

Charlotte Water is soliciting Statements of Qualifications from qualified engineering companies to provide Construction Administration & Inspection Miscellaneous Services- Mallard Creek WWRF Solids Handling Improvement Project. As part of the latest phase of the Mallard Creek Solids Improvements Project, CLT Water completed a condition assessment and an optimization and reliability study. Areas needing improvement were identified and documented in a PER. Final designs were completed, and the construction of this project will be bid in the summer of 2026. Construction will include components of solids treatment including: spiral heat exchangers, recirculation pumps, sludge transfer pumps, feed pumps, hot water feed pumps, gas treatment, new waste biogas flare , a new e-house, new boiler building and boilers, as well as digester building improvements (e.g. trench drains, doors, guardrails, handrails, hoist, concrete repairs, HVAC, water piping, vents)

The existing park consists of swings, a seesaw, a roundabout, and a basketball court. All playground equipment should be upgraded and improved. The court should be resurfaced or replaced entirely. A small shed on the property is used as a concession stand with two restrooms. The Town intends to include improvements to the concession stand in the upgrades, including providing ADA accessibility for the restrooms. Unmarked parking is currently available on grass adjacent to the court. Parking spots should be designated, including ADA accessibility. The selected firm will be contracted for design development, construction documents, and contract administration phases. Within each phase, there will be subsequent tasks, including but not limited to, permitting, bid assistance, construction observation, and other usual and customary tasks required of a professional services firm to take a project of this type from the conceptual planning phase through design to final completion and close-out of the construction project.

The scope of contracted services should include the following: Boring a. One (1) 20 OD HDPE pipe installed from the proposed entry/exit points b. c. d. Entry/Exit location Quazite boxes (provided by the City of New Bern utility)

The project will generally consist of a new pump station including 12 ID wetwall, duplex submersible pumps with one spare pump, valve vault, prefabricated control building, backup generator, SCADA, and other associated appurtenances. Work will include entire full buildout for pump station installation, testing, and start up etc. In addition, a new onsite divided median roadway approximately 2750 LF and a new right turn lane approximately 800 LF off Holly Shelter Road. Work will include, clearing and grubbing, grading, paving, drainage, utilities, erosion control, and striping.
