Harnett County (the County) is soliciting firm BIDS for the purchase and delivery of water and wastewater chemicals for the period from July 1, 2026 through June 30, 2027.

The work includes furnishing and installing one 1250 kW standby generator that will serve as a backup power source for the entire Sheriffs Office and Detention Center. This work will include providing an automatic transfer switch and new power distribution equipment as detailed in the project documents. One ADD ALTERNATE for replacing the existing MDP will be considered.

The County is seeking a turnkey solution for the repair, resealing, and restriping of multiple parking lots to restore functionality, safety, and appearance. Parking lots included in this RFP include: the Courthouse, Facility Maintenance, Harnett Area Rural Transit, Harnett Regional Water, Sheriffs Office, Agriculture Center, Health Department rear lot, and the RCL Building front and rear parking lots. The maintenance and repair work, contemplated in this RFP includes the removal and proper disposal of damaged asphalt, installation of ABC stone where necessary to ensure a stable base, patching and resurfacing of deteriorated areas, crack sealing of major asphalt pavement cracks using hot-applied crack sealant. Work will also include grading to promote proper drainage, application of a seal coat to extend pavement life, and restriping of parking areas, including ADA-compliant spaces, crosswalks, and other pavement markings using durable transportation-grade paint in accordance with applicable standards. All existing brick and concrete pedestrian walkways and curbing shall remain in place and must not be disturbed during the course of work. The scope is intended to deliver a fully rehabilitated and clearly marked parking.

Purchases will be in full tanker truckloads (TTL), Less than Truckload (LTL), totes, pallet loads or as noted below. All pricing is for chemicals delivered. No fuel surcharges will be considered unless spot diesel fuel prices for over the road vehicles rise above $6.00 per gallon for 60 consecutive days.

This park is planned for smaller light industrial and flex/office users. Phase 1 is a 40-acre development project on the front side of a 195-acre park. The scope of services shall include the following items: 1. Planning and design of the full 40-acres as part of Phase 1. 2. Site topographic surveys as needed for construction plan preparation. 3. Preparing the final design. 4. The construction bid Scope of Work for approximately 10-acres in conformance with applicable regulations and requirements. 5. Supporting documentation requirements and providing just-in-time input per Harnett County procurement activities from bid advertising to issuing a notice to proceed. Harnett Countys procurement team will lead all procurement activities. 6. Conducting the pre-construction conference. 7. Provide periodic Construction Observation to ensure that work is completed in accordance with the project plans and specifications. 8. Reviewing and approving all contractor requests for payment, change orders, and submitting approvals for said payments and or change orders to a designated point-person at Harnett County Economic Development. 9. Additional services as recommended by the engineering firm and requested by the County 10. Currently the project does not expect the scope to include the need for any 401-404 wetland impact permitting.

The project generally consists of parking lot milling and repaving.
