Citrus County, Florida (County) is seeking qualified engineering consultants to submit Statements of Qualifications for professional engineering services related to the design and post-design phases of the next widening segment of County Road 491 (CR491), extending from Pine Ridge Boulevard to north of Hampshire Boulevard.
CR491 serves as a major transportation corridor and designated evacuation route within the County. In response to increasing travel demand, the County has implemented phased widening improvements along the corridor and is now advancing the next phase of the project. Planned improvements for this segment include roadway capacity enhancements, safety upgrades, drainage improvements, and utility coordination and improvements.
Citrus County, Florida, owner and operator of the Crystal River Airport and Inverness Airport, is soliciting sealed bids for the replacement of the existing Automated Weather Observing Systems (AWOS) at both airport facilities. The existing systems at each airport consist of Vaisala equipment that has reached the end of its useful service life and requires full replacement. This project includes the procurement, installation, integration, calibration, and commissioning of complete AWOS III P/T systems at both locations. While all system components will be replaced, portions of the existing supporting infrastructure are anticipated to be reused, including: Existing concrete equipment pads Existing wind towers Existing conduit and electrical service The replacement systems must provide, at a minimum, the following observations and reporting capabilities: Wind speed, direction, gusts, and variable wind direction Temperature and dew point Altimeter setting and density altitude Visibility and variable visibility Precipitation accumulation Cloud height and sky condition Present weather identification Thunderstorm/lightning reporting All systems must comply with FAA guidance contained in Advisory Circular 150/5220-16E, Automated Weather Observing Systems (AWOS) for Non-Federal Applications, and must be listed on the FAAs Approved Non-Federal AWOS Systems and Manufacturers list (current as of January 14, 2026). Citrus County, Florida (County) invites interested parties to submit a Bid for airfield lighting and navigational aid improvements at Crystal River Airport. The project includes the removal and replacement of Runway End Identifier Lights (REILs) on both ends of Runway 9-27, removal and replacement of runway edge lighting on Runway 9-27, and removal and replacement of Taxiway A edge lighting.
Work also includes associated electrical infrastructure upgrades such as cabling, connectors, transformers, regulators, light bases, and related components necessary to provide a complete and operational lighting system. The County reserves the right to authorize additional fixture or electrical component replacements if field conditions warrant.
The project is funded by the State of Florida Department of Transportation (FDOT) and the County and is structured into three bid schedules to allow flexibility based on available funding and proposed bid pricing. The County reserves the right to award one or multiple bid schedules to apparent low bidder(s) based on available funding and best interest of the County.

The Project will consist of milling 1.5 and then placing a 2 thick lift of FC-12.5 with PG 76-22 polymer binder - Traffic Level C pursuant to the current FDOT Standard Specifications for Road and Bridge Construction, FY 2025-26. Asphalt to be provided for Project must be identified on current FDOT Asphalt Mix Design Plant Assignment Sheet and is to be submitted with the bid. Pavement markings and signage are to meet current MUTCD criteria. The awarded contractor will provide approximately 1,600 gallons per week of red-dyed off-road diesel fuel to the fuel dispensing tanks located at: Citrus County Central Landfill, 230 W. Gulf to Lake Highway (US Hwy 44), Lecanto, Florida 34461. Deliveries shall be scheduled on a pre-arranged weekday, Monday through Friday, between the hours of 8:00 a.m. and 4:00 p.m., excluding holidays. Fuel deliveries will be invoiced based on net gallons delivered and supported by a metered delivery ticket provided to the County at the time of delivery. The County reserves the right to verify tank levels accordingly. The successful bidder must provide proof of terminal bill of lading net pricing on initial deliveries and whenever pricing changes occur during the contract term.
