The City of Pensacola (CITY) Housing Department (CPHD) is seeking to prequalify vendors for participation in a variety of housing and community development grant programs, including SHIP, CDBG, CDBG-DR, and HOME. These programs support a wide range of eligible activities aimed at improving the quality, safety, accessibility, and resilience of housing for low-to-moderate income residents throughout the City of Pensacola.

The purpose of this project shall be to improve pedestrian connectivity along the North 17th Avenue corridor. Currently, there are existing sidewalks in this part of the East Hill neighborhood, but those sidewalks are aging and require repair or replacement. In other cases, sidewalks may run for a single block without continuing to the next. This project aims to connect and repair those sidewalks, improving connectivity and accessibility for all users. This project includes but is not necessarily limited to demolition of pavement, excavation, cut/fill, concrete paving, construction of curb/gutter, installation of formwork, placement of asphalt, adjustment of water meter boxes, valve boxes, cleanouts, and other utility enclosures, placement of thermoplastic pavement markings, adjustment or relocation of existing landscaping, and sodding. All sidewalks shall meet accessibility requirements as much as practicable including grading and finishing to achieve required cross and running slopes, placement of detectable warning plates, and construction of ramps that do not cause ponding of or impede the flow of stormwater.

The grant awarded to Escambia County is to acquire and demolish 7 single family residences throughout Escambia County; and provide engineering and environmental services as necessary to develop conceptual plans, design, permitting of stream restoration, water quality enhancements, natural resources restoration, and wetland enhancement to the county wide areas. Design and Grant management team shall demonstrate the lead firm and/or sub-consulting firms have the best qualifications to accommodate this scope of work for contract consideration.

Scope of work includes preparing the surface along the area of articulated block for installation of a Concrete Canvas overlay with sandbag ditch blocks. Additional existing damaged concrete ditch will be removed, re-graded and re-paved. The ditch front slopes will be re-graded to meet minimum clear zone requirements with appropriate permanent erosion control measures. The existing double 36 arch pipe culvert will be open cut, removed and replaced with a cast-in-place box culvert and new straight end walls. Roadway reconstruction, milling and resurfacing of adjacent pavement with curb and gutter installation will be required.

This project involves two components with the second being an alternate bid item. The first is the rehabilitation of 1.4 Miles of Beulah Road including full depth pavement asphalt, turn lane widening, shoulder addition, and ditch reconstruction. A detour will be constructed to add 5-60 pipes under Beulah Road. These pipes will be utilized by the adjacent landfill at a later date. Additionally, mile of Kingsfield Road will be constructed with the intersection of Kingfield Road and Beulah Road being converted into a merge lane.

This project includes but is not necessarily limited to demolition of pavement, excavation, cut/fill, concrete paving, construction of curb/gutter, installation of formwork, placement of asphalt, adjustment of water meter boxes, valve boxes, cleanouts, and other utility enclosures, placement of thermoplastic pavement markings, adjustment or relocation of existing landscaping, and sodding. All sidewalks shall meet accessibility requirements as much as practicable including grading and finishing to achieve required cross and running slopes, placement of detectable warning plates, and construction of ramps that do not cause ponding of or impede the flow of stormwater. In addition to the aforementioned scope, the placement of 2 parallel segments of 2 PVC electric conduit and electric pull boxes behind the newly constructed sidewalk shall be included as an additive alternative. Parallel segments of conduit crossing B, C, D, E, F, and G Streets shall be directional bored in at 60 depth to minimize road disturbance and prevent road closures. There is no electric work included in this project, only the placement of infrastructure to support future improvements.

The City is seeking to prequalify contractors for participation in activities associated with the preparation for redevelopment and reuse of the acquired properties. Proposed activities may include, but are not limited to, demolition of buildings, remediation of hazardous materials contained therein or onsite, destruction and removal of impervious surfaces such as parking areas and subsurfaces, grading, landscaping, and other site preparation work.

This project requires the supply, cleaning and preparation, transport, and precise deployment (no explosives) of one or more (>85ft Length Over All) vessel(s) in Escambia County Southeast or LAARS East Artificial Reef Site . Vessel(s) will be cleaned (all fuels, oils, greases, debris, furnishings, flaking paint, etc. must be removed and properly disposed), prepared and deployed in compliance with all applicable laws and regulations, permit conditions, and to the satisfaction of the Escambia County Marine Resources Division (MRD). Vessel engines may remain, but must be cleaned and flushed. Fuel tanks must be certified clean by qualified testing facility. No petroleum residue will remain in or on any part of the vessel prior to departure on reef deployment voyage. No polychlorinated biphenyl (PCBs) may remain on vessel; contractor must provide documentation and receive approval from Escambia County, state and federal agencies. PCBs must be disposed in a properly permitted waste disposal facility. MRD will provide contractor with precise deployment coordinates with Purchase Order. MRD places a priority on artificial reefs with habitat complexity and diversity, achieved by precisely deploying artificial reefs with diverse structural elements. Vessel will be inspected as soon as possible (weather and sea conditions permitting) after deployment. Any permit non-compliance must be corrected by contractor at no cost to Escambia County.

The proposed improvements consist of the construction of approximately 1,400 linear feet of enclosed stormwater conveyance infrastructure extending along 62nd Avenue from the Myrtle Grove Elementary School (MGES) Pond to the intersection of Jackson Street and 62nd Street. The proposed drainage system will tie into an existing manhole located on the south side of the Jackson Street and 62nd Street intersection and ultimately discharge to the existing 62nd Street Pond. The construction will also include the installation of concrete driveways, minor utility adjustments for conflicts, minor sidewalk adjustments and the milling/resurfacing of 62nd Avenue from the MGES to the intersection with Jackson Street. The project is intended to improve hydraulic efficiency, increase system reliability during major storm events, and provide a controlled emergency overflow pathway for the MGES pond.

This project consists of roadway and infrastructure improvements along approximately 1.14 miles of Olive Road, from east of Carpenter Creek to N. Davis Highway. The work will convert the existing rural roadway into a Complete Street urban section to enhance safety, capacity, and multimodal accessibility. The Contractor will provide all labor, materials, equipment, and supervision necessary to complete the project.
