Repair methods are to be performed by a qualified contractor with experience in concrete repairs, methods and materials. Manufacturers of concrete repair mortar provide free qualifications of their materials including preparation and application requirements. Repair conditions are based on location and medium with all repair approaches. For spalling and corroded steel repairs: The concrete area around damage should be surveyed to determine extents of poor concrete. Poor or unsound concrete is removed to quality base material. All corroded steel is to be cleaned with any reinforcing which has been damaged by 15% or more to be replaced / repaired with new steel. New concrete repair mortar shall be installed in the demolished void flush to the original area. Installation shall be per manufactures written directions to a finish quality equal to the surrounding original finish. Concrete repair mortars are classified for the repair location and are identified for repairing overhead, vertical, horizontal and using the correct material is crucial to a quality repair. For cracks without spalling concrete: These can be repaired with epoxy repair material which is injected into the crack. Manufacturers written directions must be followed including damming, forming and inspection port requirements. Identified cast-in-place concrete cracks to be repaired when they exceed 1.0 mm in width. Precast concrete cracks wider than 0.5 mm are to be repaired with the difference being that the precast is part of the superstructure and more critical.

In addition to the aforementioned scope, the placement of 2 parallel segments of 2 PVC electric conduit and electric pull boxes behind the newly constructed sidewalk shall be included as an additive alternative. Parallel segments of conduit crossing B, C, D, E, F, and G Streets shall be directional bored in at 60 depth to minimize road disturbance and prevent road closures. There is no electric work included in this project, only the placement of infrastructure to support future improvements.

This project requires the supply, cleaning and preparation, transport, and precise deployment (no explosives) of one or more (>85ft Length Over All) vessel(s) in Escambia County Southeast or LAARS East Artificial Reef Site . Vessel(s) will be cleaned (all fuels, oils, greases, debris, furnishings, flaking paint, etc. must be removed and properly disposed), prepared and deployed in compliance with all applicable laws and regulations, permit conditions, and to the satisfaction of the Escambia County Marine Resources Division (MRD). Vessel engines may remain, but must be cleaned and flushed. Fuel tanks must be certified clean by qualified testing facility. No petroleum residue will remain in or on any part of the vessel prior to departure on reef deployment voyage. No polychlorinated biphenyl (PCBs) may remain on vessel; contractor must provide documentation and receive approval from Escambia County, state and federal agencies. PCBs must be disposed in a properly permitted waste disposal facility. MRD will provide contractor with precise deployment coordinates with Purchase Order. MRD places a priority on artificial reefs with habitat complexity and diversity, achieved by precisely deploying artificial reefs with diverse structural elements. Vessel will be inspected as soon as possible (weather and sea conditions permitting) after deployment. Any permit non-compliance must be corrected by contractor at no cost to Escambia County.
