Geotechnical Engineering & Construction Materials Testing Services for FMPDHQ Facilities, Fort Myers, FL
The City of Fort Myers (City) is requesting proposals from qualified firms to provide geotechnical engineering and construction materials testing for the Fort Myers Police Department Headquarter project.
2.4. Geotechnical Services
Review of geotechnical report.
Review of deep-soil improvement submittal, installation plan, QC plan, load-test plan and vibration monitoring plan.
Review of construction documents including drawings and specifications.
Observe and evaluate:
o Site preparation and earthwork operations.
o Subgrade conditions and proof rolling.
o Foundation contractor QC records.
o Excavations and foundation bearing surfaces.
o Full scale load test for deep-soil improvement, including load test report.
o Consultant shall observe and document deep soil improvement installation for conformance with the project drawings, delegated design, and geotechnical report, including element layout tolerances, drill depth, compacted lift thickness, bottomstabilization displacement, aggregate type, cave-in/contamination conditions, and periodic element aggregate compaction testing using DCP or other approved method. Maintain independent daily reports.
o Dewatering effectiveness for footing excavations, utility excavations and ground improvement work areas where groundwater could affect compaction, excavation stability, or foundation bearing conditions.

Provide on-site geotechnical consultation as needed.
Consultant shall comply with all applicable federal, state, and local regulations. Consultant shall not direct the specialty contractor regarding installation means and methods.
Provide final certification of geotechnical-related work.
2.5. Materials Testing Services Earthwork
Soil classification and laboratory testing.
Moisture-density relationships (Proctor tests).
Field density and compaction testing, including DCP testing.
Provide vibration monitoring plan prepared by specialty engineer, instrumentation, monitoring, records, threshold notifications and mitigation coordination.
Concrete Field sampling and testing including but not limited to slump, air, temperature, batching time, placement time, water added on-site, admixtures added on site, truck ticket number, concrete mix number, concrete strength and placement location(s).
Compression testing of cylinders for all concrete work.
Modulus of rupture testing for concrete used in tilt-up panels.
If standard-cured cylinder strength tests fail to meet specified acceptance criteria, Consultant shall notify the Owner, Contractor, Concrete Supplier, Architect, Structural Engineer of Record, and Building Official as required. Consultant shall coordinate testing of 56-day hold cylinders where applicable. If directed by the Structural Engineer of Record or responsible authority, Consultant shall perform or coordinate in-place concrete evaluation, including core drilling, patching, moisture conditioning, and compressive strength testing of cores in accordance with ASTM C42 and ACI 318. Core locations shall be reviewed with the Structural Engineer of Record prior to drilling to avoid reinforcement, tendons, embeds, and critical structural regions. Consultant shall provide a report summarizing cylinder results, core results, acceptance criteria, and recommendations for further evaluation or corrective action.

Structural Materials
Structural steel (inspection of shop and field welds, high-strength bolts, steel deck attachment, shear stud connectors, composite beam stud testing and UT for full penetration groove welds).
