The purpose and intent of this invitation to bid is to select an Underground Utility and Excavation Contractor. The City of St. Petersburg is seeking bids from a qualified vendor to perform four (4) partial filter media replacements at the Northeast Water Reclamation Facility (NEWRF), located at 1160 62nd Avenue NE. The project consists of removing, disposing, and replacing the top layers of filter media within the existing four (4) filter beds, including approximately 30 inches of anthracite coal, 10 inches of filter sand, and 2 inches of x gravel per filter bed. All existing lower gravel and underdrain tile systems shall remain in place and protected throughout the work.
This project is an interim rehabilitation effort to restore the performance of the existing filter station until a new parallel filter facility is constructed in the coming years. The work for this project will include removal, proper handling, disposal, and replacement of filter media in accordance with American Water Works Association (AWWA) B100 and MBM-S-100 specifications. The vendor will be responsible for furnishing all labor, equipment, materials, and supervision necessary to complete the project, for all four existing filter beds, in a manner that maintains the integrity of the existing structure and minimizes operational disruption.
The City has intentionally not included cubic yard quantities in the solicitation. The dimensions and depths of the filter cells vary, and bidders are expected to determine quantities based on the as-built drawings and specified media layer thicknesses. To ensure accurate estimating, the City has provided the as-built filter drawings as part of the bid documents under Attachments. The vendor shall calculate the volume of each filter media layer based on the dimensions and the replacement depths provided in the Scope of Work. The inch measurements in the Scope represent the finished depth of the media layers to be installed, consistent with AWWA B100 and the project specification MBM-S-100, and are industry standard for defining filter media placement thickness.

Tampa Bay Water will select five (5) firms for five-year contracts for As-Needed Hydrogeological Services. Firms selected for this service will be utilized on a task order basis for a variety of projects. In any given year, a variety of short-term needs arise that require Tampa Bay Water to respond timely to issues concerning hydrological/hydrogeological investigations and regulatory compliance. Assignments under these task-based contracts are expected to include but are not limited to: permitting assistance, statistical analysis, groundwater flow and transport modeling, geotechnical and geophysical testing and analysis, groundwater monitoring well design, installation, and repair, production well inspection, testing, and rehabilitation, production and monitor well abandonment data analysis to assess impacts to aquifers and surface water bodies related to wellfield pumping, and water quality data assessments and monitoring programs. Many of these assignments arise from our implementation of Water Use Permit Special Conditions.
