The purpose of this Request for Proposals (RFP) is to seek competitive proposals from qualified vendors to establish an Agency Contract to provide The North Carolina Department of Public Safety, Division of Emergency Management (NCEM) with Emergency waste collection and disposal services throughout the 100 Counties of North Carolina and the Territory of the Eastern Band of the Cherokee Indian, on an as needed, emergency response basis. NCEM is a government organization that administers state and federal emergency management programs enabled by the Federal Stafford Act and Chapter 166A of the North Carolina General statutes. NCEM is charged with responding to any emergency, man-made or natural, 24 hours a day seven (7) days a week. This requires that the awarded Vendor(s) have personnel and the capability to respond to order requests after hours, weekends and during holidays. This All-Hazard Contract is therefore required to meet both small scale and large-scale needs, as well as to address short and long term distribution system disruptions. Based on emergency need, the State may require multiple sites and temporary infrastructure support.
This project improves the domestic water service to the Horticultural Field Labs and the Dearstyne Complex by extending a new water line service and connection from Beryl Road and by installing a loop connection in existing piping serving the Dearstyne Complex. The project will also address domestic water pressure issues experienced by the HFL since the West Campus was disconnected from the Method Road pumping station as a result of the I-440 widening.

The Town of Apex has a need to increase the capacity of its power system on western side of the service territory near US Highway 64 to accommodate planned growth in the area with a new 230kV substation. The proposed substation will consist of a 230kV-24kV, 40 MVA transformer supplying three feeders from a 2,000A bus system with provisions for another three feeders and transformer in the future. Refer to the preliminary single line. Land for the new substation has been procured and the transformer has been ordered and is scheduled for delivery in the first quarter of 2028. This project is to provide the design and engineering calculations as well as the construction documents, bid packages, and substation drawings required to construct and commission the substation. This includes all required protection, controls, and metering systems as well as design and procurement of a prefabricated control house and 48V DC battery control systems and 240/120V station power. The bus support structure shall be a lattice style support structure with the bus work arranged to match other town substation configurations. Exit feeders are to be fed by 600A reclosers (GW Vipers or Eaton Nova TS) through 576 KVA regulators (GE VR 1 or Eaton/Cooper Quickstep). The project may include the design or layout for all or portions of the exit feeders (circuit) routes. This includes load-based layout of the distribution transformers, highway crossing, and development of tie points and loop schemes for the circuit and between circuits.

The NC Department of Public Safety invites experienced design firms to submit qualifications to provide design, bidding, construction administration, and closeout services for the renovation of six (6) residential Group Homes located in Chowan, Craven, Hertford, Macon, Robeson, and Wayne counties. All of the group homes are approximately 4,000 SF, single story facilities that share the same design and were constructed in the early 1990s. The scope of work for each group home will include, but is not limited to, renovations to HVAC, roof, kitchen, bathrooms, interior & exterior finishes, site, and parking. Full design services are required and will include all submittal requirements for the State Construction Office for all submittal phases. Cost Estimates will be updated at each design phase with each SCO submittal.
