Union County is seeking proposals from qualified contractors to provide comprehensive landscape maintenance services at various County-owned and operated facilities throughout Union County. Services shall include, but are not limited to, mowing, edging, pruning, fertilization, irrigation monitoring, seasonal maintenance, and general grounds upkeep. The Contractor shall be responsible for maintaining all assigned properties in accordance with industry best practices and the specific requirements outlined herein. The County currently maintains approximately twenty-five (25) facilities and reserves the right to add or remove locations during the term of the contract.

Seeking proposals for a turnkey delivery and installation of two (2) new mobile office units for the Old Charlotte Hwy. Campus, located at 1851 South Piedmont St., Monroe, NC 28110. Each unit should house seven (7) offices, two (2) of which are private and five (5) cubicle style, with (1) unisex restroom.

The college is seeking architectural / engineering services for the design and construction administration of a new parking lot located on Union County parcel 09366010.

Scope of work will include: Weeding around signage at entrances, administrative office and common areas, guarding signage from clippings and pruning shrubbery and trees. All grass is to be cut by contractor. Trash is to be picked up prior to mowing, weed eating around curbs, sidewalks, gutters, trees, shrubs, dumpsters, fencing, signs and all buildings. Clean all weeds and debris from flower beds and signs. Edge all sidewalks, flower beds and curbing. Guard flower beds to prevent grass clippings from blowing into beds. Blow off all grass clippings from sidewalks and parking lots. Trim and/or prune shrubbery. Hedges near apartment units should be at least 5 inches below window sill. Removal of debris including dead tree limbs and leaves in the fall and winter months. Height of grass cut not to exceed 3 inches. Mowing will to be done every 7 to 10 days depending on weather conditions.

The project generally consists of stream debris removal services.

The contractor shall provide a complete, turnkey solution and shall furnish all labor, materials, equipment, supervision, coordination, permits (if applicable), and services necessary to perform the work in accordance with the attached specifications, which are hereby referenced and made part of this agreement. The work shall include all activities required for proper execution, startup, testing, and completion of the work, whether or not each item is specifically described in the Specifications, but which are reasonably required to provide a complete and functional end result. All work shall be performed in compliance with applicable codes, regulations, and the requirements of the Specifications. In the event of a conflict between this Scope of Work and the Specifications, the Specifications shall govern.

UCPS seeks to contract the repair and refurbishment of the asphalt lot and driveway located at the below listed location to a professional contractor that is experienced in commercial projects of this type and size.

Contractor shall furnish all permits, labor, materials and equipment required to remove, transport, beneficially reuse, and otherwise manage all Dewatered Waste Activated Biosolids produced at the Twelve Mile Creek WRF. Contractor shall perform all services in strict accordance with all Applicable Law. Within twenty-four (24) hours of occurrence, Contractor shall provide UCW with written notice of violation or noncompliance with respect to Contractors permit(s), UCWs permit(s), or of any action commenced in any court of competent jurisdiction involving the operations conducted by Contractor during Management of Dewatered Waste Activated Biosolids.

The low slope roof areas denoted 01.01, 01.02, 01.03, 01.05, 01.07, 01.09, 01.10, 01.11, 01.12, 01.13, 01.16, 01.18, 01.19, 01.20, 01.22, 01.23, 01.24 are to be stripped of existing TPO membrane and have new isocyanurate insulation mechanically attached on top of existing insulation, also install new cover board set in foam adhesive, a two-ply modified bitumen membrane and flashings in cold adhesive. The existing roof assembly on low slope roof area denoted 04.01 is to be removed down to the roof deck and install new isocyanurate insulation, gypsum cover board and two ply modified bitumen. The low slope roof areas denoted 01.08, 03.01, 03.02, 03.03, 03.04, 03.05, 03.06, 03.07 are to be stripped of existing TPO membrane and install new cover board mechanically attached to existing insulation and install a two-ply modified bitumen membrane and flashings in cold adhesive. All gutters and downspouts attached to low slope roofs are to be removed and replaced with new downspouts and gutters, include splash pans where the downspouts discharge on low slope roofs. For all metal roofs denoted 01.04, 01.06, 01.12, 01.14, 01.15, 01.17, 01.21, 01.25, 01.26, 01.27, 02.01, 02.02 : The existing boots and boot cover on vent stacks are to be removed and new boots and boot covers reinstalled. The existing fasteners are to be replaced with new fasteners and neoprene washers that are one size larger than the existing. The existing gutters and downspouts are to be cleaned of debris. Repair / replace deteriorated downspout and gutter as needed. The EIFS repairs include: Bevel cut minor EIFS cracks and repair with scratch coat. Pressure wash all EIFS surface with environmentally friendly chemical applied as specified. Re-coat all EIFS surfaces. Replace backer rods and caulk around wall vents in EIFS walls. All fan, vent and HVAC curbs are to be raised as needed to achieve 8 minimum flashing height. Roof accessories such as walk pads are to be installed on the roofs. Replace damaged line supports with new line supports under electrical conduits, soil stack and other pipes. Condensation lines, where applicable, need to be supported by base strut 5' on center max. all condensate lines to be schedule 80 pvc and must have a p-trap at each unit discharge. Route condensation lines to nearest drain or gutter edge. New platform shall be constructed on roof area 01.02 l. Flashing shall be carefully attached to translucent window on roof area 01.02 as indicated in the designs. The vent on roof area 01.11 shall be extended 2 feet and attached to brick wall with angles.

SCOPE OF WORK a. The low slope roof areas denoted 01.04, 01.07, 01.09, 01.11, 01.13, 01.18, 01.22 are to be stripped of existing TPO membrane and have a 1.5 isocyanurate insulation mechanically attached on top of existing insulation, also install new cover board set in foam adhesive, a two-ply modified bitumen membrane and flashings in cold adhesive. The existing roof assembly on low slope roof area denoted 01.05 is to be removed down to the roof deck and install 1.5 minimum thickness tapered isocyanurate insulation, gypsum cover board and two ply modified bitumen. The low slope roof areas denoted 01.09A are to be stripped of existing TPO membrane and install new cover board mechanically attached to existing insulation and install a two-ply modified bitumen membrane and flashings in cold adhesive. All gutters and downspouts attached to low slope roofs are to be removed and replaced with new downspouts and gutters, include splash pans where the downspouts discharge on low slope roofs. Union County is soliciting Statements of Qualifications from qualified firms interested in providing On Call Construction Material Testing Services on an individual project basis for capital projects including, but not limited to, those projects where the estimated expenditure of public money is less than $500,000.00 and identified in the 2026 Union County Capital Improvement Plan, (CIP), or subsequent amendments or updates to the CIP, 2026 Union County Water Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP.

The firm shall provide full On Call Building Envelope Consultant Services on various projects as the need arises and as directed by Union County. The County will specify services to be performed by the architect via a written task order. The firm will acknowledge all such written task orders within 24 hours of receipt and complete all services within the timeframe stated in each individual task order. A written scope for each task order will be provided to the firm and will be the basis of negotiations between Union County and the firm regarding fee, scheduling of the proposed task, personnel and labor hours as well as an itemized list of deliverables and other expenses, such as reimbursables, that are deemed necessary to accomplish the proposed work. Each task order may include any or all of the work elements outlined herein and may be modified to add or delete certain elements at the discretion of Union County. The contract agreement will provide for payment for phases of work completed with options to proceed through all phases or to discontinue work as circumstances may dictate. The final scope of services, together with the architectural fee, will be included in the final executed Agreement.

The Commissioning Firm shall provide traditional building commissioning services, general engineering and consulting services, design review and consultation along with other authorized special services appropriate to the project such as, but not limited to, facility condition assessment, arc flash studies, fire alarm design, low voltage, power load study, audio visual design and forensic analysis. The services will be provided for capital projects, but not limited to, those identified in the 2026 Union County Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, 2026 Union County Water Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, and any other capital projects undertaken by Union County divisions or departments.

The Architectural firm shall provide traditional Architectural Services, general design services, engineering services, design review and consultation, and construction administration services along with other authorized special services appropriate to the project such as, but not limited to, facility condition assessment, feasibility studies, space planning, space needs assessment, program verification, interior design, food service/kitchen design, graphic design, acoustical design, signage/wayfinding and building enclosure. The services will be provided for capital projects, but not limited to, those identified in the 2026 Union County Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, 2026 Union County Water Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, and any other capital projects undertaken by Union County divisions or departments.

The services will be provided for capital projects, but not limited to, those identified in the 2026 Union County Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, 2026 Union County Water Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, and any other capital projects undertaken by Union County divisions or departments.

The Landscape Design Firm shall provide landscape design and consulting services on various projects as the need arises and as directed by Union County. The County will specify services to be performed by the Landscape Design Firm via a written task order. The Landscape Design Firm will acknowledge all such written task orders within 24 hours or receipt and complete all services within the timeframe stated in each individual task order. A written scope for each task order will be provided to the Landscape Design Firm and will be the basis of negotiations between Union County and the Landscape Design Firm regarding fee, scheduling of the proposed task, personnel and labor hours as well as an itemized list of deliverables and other expenses, such as reimbursables, that are deemed necessary to accomplish the proposed work. Each task order may include any or all of the work elements outlined herein, and may be modified to add or delete certain elements at the discretion of Union County. The contract agreement will provide for payment for phases of work completed with options to proceed through all phases or to discontinue work as circumstances may dictate. The final scope of services, together with the design and/or consulting fee, will be included in the final executed Agreement.

The Civil Engineer shall provide traditional civil engineering services such as, but not limited to, design, general consulting (engineering or design), design review and consultation, site plan review, site feasibility, land surveying services, property assessment/due diligence, traffic impact analysis, geotechnical engineering, topographical engineering, storm water engineering, environmental assessments, environmental consulting or engineering, hazardous material identification, sampling and abatement design. The services will be provided for capital projects, but not limited to, those identified in the 2026 Union County Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, 2026 Union County Water Capital Improvement Plan (CIP), or subsequent amendments or updates to the CIP, and any other capital projects undertaken by Union County divisions or departments.

The Surveyor shall provide full surveying services on various projects as the need arises and as directed by Union County. The County will specify services to be performed by the architect via a written task order. The Surveyor will acknowledge all such written task orders within 24 hours of receipt and complete all services within the timeframe stated in each individual task order. A written scope for each task order will be provided to the Surveyor and will be the basis of negotiations between Union County and the Surveyor regarding fee, scheduling of the proposed task, personnel and labor hours as well as an itemized list of deliverables and other expenses, such as reimbursables, that are deemed necessary to accomplish the proposed work. Each task order may include any or all of the work elements outlined herein and may be modified to add or delete certain elements at the discretion of Union County. The contract agreement will provide for payment for phases of work completed with options to proceed through all phases or to discontinue work as circumstances may dictate.
