Herzog Absher, a Joint Venture will be submitting a bid to The National Railroad Passenger Corporation (Amtrak) for the Seattle Yard Trainset Maintenance Facility situated at 187 S Holgate Street, Seattle, WA. The work is limited almost exclusively within the yard’s limits north and south of S. Holgate Street. Work to include design and construction a new, two-bay Maintenance and Inspection Facility, (M&I Facility), one track for Service and Cleaning (S&C) operations (running adjacent to the building under a canopy cover), construction of three storage tracks, modifications to existing yard track stems, relocation of existing facilities and parking and utility upgrades to accommodate trainset activities for existing and new fleet equipment. 

This advertisement is in response to The National Railroad Passenger Corporation (Amtrak) Disadvantaged Business Enterprise (DBE) Program. Herzog Absher, a Joint Venture intends to conduct itself in “Good Faith” with DBE & SBE firms regarding participation on this project. Herzog Absher, a Joint Venture will divide the work into smaller units to increase the opportunities for participation. Assistance is available in obtaining bonds, insurance, lines of credit, necessary equipment, supplies, materials, or related assistance or services. Please submit bids for the following work (but not limited to):   

DBE and SBE Eligibility and Certification: Amtrak has specified a DBE participation goal of 7.5% and a SBE participation goal of 7.5% for the work to be performed under the Contract. Award of the Contract will be conditioned on meeting the requirements of this section. 49 CFR Part 26.53 and Appendix A of 49 CFR Part 26 shall serve as the criteria for evaluating compliance with the good faith efforts requirements.
