A Pre-RFP meeting to discuss Wayne County’s needs will be Wednesday, October 5, 2022, at 3:00 pm in the Board of Commissioner meeting room located at 224-226 East Walnut Street, 4th Floor Goldsboro NC 27530.

Trades: Audio Visual (AV) Systems Contractor: Cameras, Televisions, Microphones, Speakers, Electrical & Cabling, Electrical Contractor: Low Voltage Electrical, Fiberoptic Cable, High-Speed Internet, WAN, WIFI & other Telecommunications

The County of Wayne is requesting proposals from qualified vendors to upgrade its production room. The current production room equipment is over 6 years old. The equipment in this room is essential for communicating to our citizens using the Wayne TV Channel, YouTube, and other potential platforms. Communication events include Board of Commissioner meetings, essential emergency communications and informative programming for our citizens. As the equipment has aged, and technologies have improved, the County desires a robust, fault-tolerant and adaptable communications centered room for varied message delivery. The technology must be easy to use by trained professionals and the design must be relevant to the current desires of both digital citizens and those who view our programming on traditional television. This room is critical to our community and is used for responses and communication to our citizens. This room must be resilient and upgradeable. To ensure quality, the equipment must be upgraded in this room to include additional safeguards and backup systems. *While the following list is not exhaustive of what Wayne County wishes to replace/upgrade in the Board of Commissioners meeting room, the items are some of the more critical areas for staff.  Provide additional fixtures to balance illumination intensity across front of room  Upgraded all fixtures to low-voltage LED  Provide glare-free LED fixtures wherever they intersect camera view  Additional control circuits to provide greater level of illumination control across entire room new lighting control module to provide enhanced user control experience  Upgrade cameras to 4K NDI and relocate them to avoid exposure and color balance issues.  New PTZ cameras to be exclusively managed by the owner's Tricaster (TC1).  Video output from Owner's Tricaster (TC1) to be routed into video matrix for video conference calls  The existing video matrix, video signal extenders, document camera and AppleTV are outdated and support low resolution HD.  Revise the system with a more centralized solution with room to grow in quality and devices.  Replace existing video matrix, extenders, document camera and AppleTV with 4K versions. Provide video scaling  Re-cable all video sources for direct connect to 8x8 video card cage matrix  Relocate most sources from the podium to the control room rack  Dedicated conferencing PC for software-based video conferencing to be provided by owner in control room.  Upgrade existing locations to 86" 4k wide angle consumer grade digital signage panels.  The furniture and mic are adequate.  The document camera and BYOD input jack are to be upgraded to 4k.  The BYOD input is to support USB thumb drives and HDMI video input with attached dongles for other popular video sources.  PC is to be upgraded by owner to 4k video output.  Distributed monitor signal is to be sourced and managed by the audio/video system for greater control and ease of use.  A Biamp digital sound processor that is custom configured to the room's specific acoustics improving voice intelligibility and overall clarity while rejecting mechanical noise and other distractions.  The Bi-amp device must also include a digital sound mixer with a user interface that can be accessed with a computer display.  Retain analog mixer. (Biamp processor can individual "refined" outputs to the analog mixer to retain the mixer as the primary mixing interface).  Assistive listening service for the new system.  Presentation control at the clerk and finance director’s desk  Podium computer display solution with capability to push content to external displays (up to 4 large format screens)  Capability to push content to commissioners displays at their seat.  Input solution at podium to allow other devices (laptops, tablets, etc.) to interface with overall meeting room solution.  The County’s current digital mixer for audio is a Behringer X32.  County utilizes wireless mics in some cases-one handheld and one lapel one.
