The City Council of the City of Pflugerville, Texas (“City”), is pleased to present this Request for Qualifications and Proposals (“RFQ/P”) to solicit qualifications and proposals (“Proposal”) from highly-qualified, well-capitalized developers (“Proposers”) to develop its Downtown East project. Proposers are desired to design, build, and potentially, finance a new multi-generational recreation center and a new city hall (“Public Facilities”), and to design, build, finance, operate, and maintain a commercial mixed-use development (“Commercial Development”), collectively referred to as the “Project” on 29 undeveloped acres at the northwest corner of FM 685 and E. Pecan Street, in the heart of the City of Pflugerville (“Site”). The successful Proposer will be responsible for financing and constructing utilities, private roads, and other infrastructure (“Infrastructure”) Pflugerville City Council outlined 19 project goals to create a socially and economically vibrant project within Downtown Pflugerville. The goals outlined below are the result of the City Council’s Strategic Plan, as well as the Guiding Principles that were adopted through the creation of the Aspire Pflugerville 2040 Comprehensive Plan to create a community that is Diverse and Equitable, Community Oriented, Fiscally Responsible, Environmentally Sustainable, Safe and Healthy, and provides Economic Opportunities for All.
