Provide housing rehabilitation services for households in Volusia County’s housing rehabilitation program as described in the Scope of Services below. It is anticipated that multiple firm(s) will be awarded qualified status to participate in the program for an initial period of one (1) year. Two (2) additional one-year renewals are allowable at the County’s discretion and upon mutual approval of the County Council and awarded Contractors. The homeowner housing rehabilitation program categories include: 1. Emergency Repair – Intended to repair or replace certain defined sub-standard systems in owner occupied housing units when the unit is otherwise in standard condition. 2. Rehabilitation – Intended to elevate substandard owner occupied housing units up to Volusia County Community Assistance Minimum Rehabilitation Standards (Attachment C), applicable state and local housing and building codes, increase energy efficiency and sustainability, and provide accessibility features for disabled and special needs households. 3. Demolition and Re-Construction – Intended to replace severely deteriorated owner occupied housing units by demolishing the existing dwelling and constructing a new home on the existing site.
