The City of Melbourne is soliciting Applications for Prequalification of Bidders (Application) for construction of the Police Department (PD) Headquarters Building Project. Only bids from firms that have been prequalified in accordance with the procedures herein will be accepted for the Project. Bids received from those firms who have not been prequalified will not be considered. It is anticipated that work will commence in the summer of 2021, with completion scheduled expected within fifteen (15) months. The Invitation to Bid for the project is scheduled to be issued to the prequalified bidders on or about April 2021. The project consists of the total site development of a 14.03-acre parcel that includes the construction of the City of Melbourne Police Department Headquarters, consisting of a 76,390 SF, 2-story police headquarters building together with an associated secure/gated parking lot, a visitor parking lot, storm water retention area(s), and associated utilities to serve the site. The site, located at the Northeast corner of NASA Boulevard and Dr. Martin Luther King, Jr., Boulevard, will access NASA Boulevard and have a secure/gated access drive onto Atlantic Park Drive. Additional structures to be constructed within the secure area consist of a 7,500 SF covered oversized vehicle structure and a 600 SF auxiliary building. The proposed Headquarters Building will house of the City of Melbourne’s Police Operations, which include an Emergency Operations Center, E-911 call/dispatch center, and public community room. The building will be survivable and self-sustaining during an emergency event. Construction materials shall include concrete tilt-wall and steel construction. All building components and finishes shall be selected for continuous operation. The out buildings will be survivable and shall include steel construction. Additional building systems shall include robust mechanical, electrical, communications, security and technology systems. Building signage and furnishings shall be as specified and included within the project. Site work components shall include all excavation and embankment, storm water systems, paving/striping, signage, landscaping/irrigation, lighting, and perimeter security fencing. Specified work will also take place within City right-of-way (Atlantic Park Drive) and FDOT right-of-way (NASA Boulevard). All NPDES site requirements and MOT right-of-way requirements shall be the responsibility of the general contractor.
