The Camp Fire broke out on November 8, 2018 and has damaged or destroyed nearly 19,000 structures. Most of the structures damaged or destroyed were in the Town of Paradise (“Town”). Paradise is a town of 26,000 people, approximately 90 miles from Sacramento. On November 21, 2018, the fire was 75 percent contained and, on November 25, 2018, the fire reached 100 percent containment after a total of 17 days with most of the damage occurring within the first four hours. The Camp Fire has been the deadliest and most destructive wildfire in California history to date. It has also been the deadliest wildfire in the United States since the Cloquet fire in 1918, is ranked the sixth among the U.S. deadliest wildfires, and is high on the list of the world's deadliest wildfires. According to the Town’s Insurance carrier, the Camp Fire was the world's costliest natural disaster in 2018. The fire covered an area of 153,336 acres (almost 240 sq. miles), destroyed 18,804 structures, and caused at least 86 civilian fatalities. The Town of Paradise uses a combination of methods/platforms for alerting the public of emergencies. The Town is taking a layered approach with the understanding that no one application can provide warning to all citizens. Current Alert and Warning platforms include: CodeRed Integrated Public Alert and Warning System (IPAWS) – The Town of Paradise has alerting authority to the IPAWS provided by FEMA. IPAWS allows the city to transmit emergency alerts through the Wireless Emergency Alert System (WEA). To supplement existing practices, the Town of Paradise identified the construction and implementation of a comprehensive Early Warning System as a Tier 1 priority in the Long-Term Community Recovery plan developed after the Camp Fire. The Town of Paradise secured and implemented an Advanced Planning effort for the Early Warning System funded through a FEMA Hazard Mitigation Grant. The Town has secured a FEMA Hazard Mitigation Grant to now construct this essential system. The proposed project is to construct a network of 21 Corten steel early warning siren towers at selected locations throughout the Town of Paradise. The siren/speaker system must be redundant and not dependent on existing power or communications infrastructure. The system must have battery backup, AC, solar power, user friendly cloud-based software, and a reliable connection such as satellite that does not rely on local power or cell towers. Bonds required.
