The District is located in El Dorado County, on the western slope of the Sierra Nevada Mountains. Its contiguous service area covers approximately 220 square miles and 100,000 residents, ranging from El Dorado Hills in the west to Strawberry in the east, and from the South Fork American River in the north to the Cosumnes River in the south. The District also owns and operates Project 184, a FERC-licensed hydroelectric project including high mountain lakes in the vicinity of Lake Tahoe.

The Caldor Fire, which began on August 14, 2021, caused significant fire damage throughout the District’s service area. A specific risk that requires immediate mitigation action is the falling of hazard trees that were damaged during the Caldor Fire. These hazard trees are currently presenting a substantial risk to public and worker safety and also threatening damage to the District’s critical water conveyance infrastructure. The District is in need of the services of Registered Professional Foresters to conduct surveys along the El Dorado Canal and adjacent lands to identify and mark hazard trees that need to be felled and to oversee hazard tree falling. The District intends to pursue public assistance funding from FEMA as part of its recovery efforts in response to the Caldor Fire.

The Scope of Work includes professional services of Registered Professional Forester(s) (foresters or RPF) to support the multi-phased Caldor Fire Hazard Tree Felling Project. The District has determined it is necessary to fall fire-injured hazard trees that threaten its critical water infrastructure adjacent to the District’s El Dorado Canal (Canal) and appurtenant facilities. 

 The successful proposal(s) will demonstrate sufficient staff resources, expertise, and relevant experience to provide the services described in the Scope of Work. The District has estimated the necessary labor hours it anticipates will be required to complete the tasks identified in the Scope of Work and the contract will be structured as a time and materials not-to-exceed contract as described in Exhibit B – Proposal Cost Estimate.  DBE SBE and MBE business parrticipation.
