The City of Long Beach (City), sponsor for the Long Beach Airport (Airport), is soliciting Statements of Qualifications (SOQ) from professional engineering consulting firms to provide engineering design services and engineering construction management services for the Taxilane K Reconstruction and Construct Taxilane U Projects (Projects) at the Long Beach Airport. PROJECT #1 - TAXILANE K RECONSTRUCTION: The project includes the reconstruction of approximately 71,500 sq. ft. of pavement (650'x110', including shoulders) and the rehabilitation of approximately 67,650 sq. ft. of pavement (615'x110', including shoulders). The project includes improvements to pavement marking, lighting, signage, and drainage systems. AIP and future PFC funds will be used. Taxilane K is a taxilane that takes traffic from the east end of Taxiway K to the south to several hangars in that area. An Airport Pavement Management System (APMS) report completed in August 2017 determined the area-weighted PCI for the taxilane to be 42, with a 2022 predicted area-weighted PCI of 32. These improvements will preserve safety and capacity. PROJECT #2 - CONSTRUCT TAXILANE U: The project includes conversion of former Runway 16R-34L south of Taxiway F to a taxilane to provide tenant access and facilitate development of additional tie-down area at the south end of former Runway 16R-34L. Approximately 42,900 sf of pavement (660'x65', including shoulders) will be constructed. The project includes improvements to pavement marking, lighting, signage, and drainage systems. The taxilane will serve as access to Taxiway F for general aviation operations at the Airport. The portion of Former Runway 16R-34L was last rehabilitated in 1985. An APMS report completed in August 2017 determined the area-weighted PCI to be 18, with a 2022 predicted area-weighted PCI of 14. These improvements will preserve safety and capacity. Additional detailed information regarding the project is listed in Appendix A Project Description. The nature of the Scope of Services will generally include, but is not limited to, civil and electrical engineering. The City encourages businesses of all sizes to participate in the RFQ process. Consultants may propose only on one service; either design services or construction management services. Consultants shall clearly label responses to indicate which service they are submitting their SOQ on. The City intends to award one (1) design services contract and one (1) construction management services contract for both projects to the selected consultants; however, each project will have its separate project number for budget tracking and administrative purposes.
