The City operates and maintains a capital depreciation fund to replace aging facilities and assets. Using this fund, the City desires to replace its existing playground equipment at Seven Lakes Park.
The City desires for its parks – including playground equipment and structures – to inspire intergenerational use and/or collaborative play. This means that the playground aesthetic and the types of play activities should be appealing to people of all ages and abilities. In particular, the City aims to motivate adult caregivers to actively use the playground in tandem with older children who may be competent to play unsupervised, but who will benefit from the adult mentorship, as well as with younger children who will benefit from the adult supervision in addition to companionship. The City also aims to compel cooperative and collaborative play with equipment that promotes, suggests, and even requires two or more individuals to participate. (Think: dual-seat riders, spinners with multiple seats, side-by-side slides, life-size gameboards, wider slide beds; not exercise equipment)

Seven Lakes Park is a roughly 10-acre park located in northeast Loveland with a large multipurpose turf area for soccer, a reservable shelter, and restroom facilities. Its small, neighborhood-scale playground largely serves the families of students attending Mary Blair Elementary School, approximately 1.5 miles away, and Monroe Elementary School, approximately 1.7 miles away, as well as the Lakes Place neighborhood immediately surrounding the park. The existing playground was last renovated in 2011. Its current configuration is two oval shaped play areas with a combined area of approximately 14,500 SF. However, due to ongoing drainage issues and a high water table, the City will be reducing the play area and constraining it to the western oval of approximately 8,773 +/- SF level play area. Minor adjustments to the play area may be required as part of drainage improvements efforts; the concrete curb and engineered wood fiber (EWF) will be replaced by the City as part of this project. The eastern oval will be replaced by concrete surfacing and it is the desire of the City to use this area for fun, vibrant surface painting of play elements as part of this RFP (i.e., hopscotch, adventure trails, twister, etc. – see Image x).
