The Department is issuing this RFP to engage a Design-Builder to design and construct a new inground pool and pool house at the former Walter Reed Medical Campus (the “Project”). The Project consists of a new concrete pool with zero depth entry to facilitate the Americans with Disability Act (“ADA”) access and use, sufficient in size to accommodate at least six (6) regulation-size 25-meter swim lanes and a connected or separate recreation pool. The pool must also have in-ground lighting. There is an existing building (hereinafter referred to as “Building #16”) that will be converted into a new pool house. The pool house is to be constructed to include changing facilities for men, women, children and families; a mechanical room for conditioning air in interior spaces in the facility; a mechanical space for water filtration and pumping; an office for the pool manager; a chemical storage facility with separate ventilation; a first aid area; electrical and mechanical equipment as required for lighting, convenience outlets and ventilation; a concession stand for light food and beverage sales; and an interior lounge area. The surroundings will feature a permeable and durable parking area; lighting for the deck adjacent to the pool and parking area; 8ft high protective fencing; and site planting and bio-retention structures to control site run-off. Improvements to the connection between the proposed pool & pool house area to the Great Lawn area are part of the project as well. The project will also consist of the relocation and/or work adjacent to multiple underground utility facilities, including, but not limited to, water, steam and electrical. This solicitation is being set-aside for Offerors that are certified by the District of Columbia Department of Small and Local Business Development (“DSLBD”) as certified Small Business Enterprises (SBEs).Bonds required.
