Thornton is seeking Proposals from Service Providers to provide Underwater Inspection, Maintenance and Repair Services on an on-call, as-needed basis under an open-ended General Service Agreement. Thornton reserves the right to award to multiple Service Providers. Nothing herein guarantees any minimum amount of Work/Services to any Service Provider. Thornton requires one or more firms to perform the Services. These Services may be required by Thornton’s Infrastructure, Parks and Open Space, Building Maintenance, or other Departments. Work/Services under this Agreement will be issued and performed under Task Assignments. The Agreement shall terminate on December 31, 2027, unless sooner terminated by Thornton’s issuance of a Termination Notice. Rate adjustments may be re-negotiated on an annual basis upon request. Rate adjustments are limited to no greater than the increase in the Denver-Boulder-Greeley Consumer Price Index as published by the Bureau of Labor Statistics To be minimally qualified for consideration for award, proposing firms must have a minimum of five (5) years’ experience providing similar services in the Colorado Front Range Corridor. Proposing firms must have two (2) or more staff members that are available for assignment to Thornton’s Work who are certified commercial divers, and have expertise in the use of underwater tools such as, but not limited to, cameras, saws, torches, and welding rods. Proposing firms must be capable of providing an eight (8) hour maximum emergency response time defined as the time from initial contact by Thornton to arrival of Service Provider on-site to begin Work. Proposing firms shall be available to perform emergency Work twenty-four (24) hours per day, seven (7) days per week, including holidays. Proposing firms also must have experience with task order contracting. Bonds required. Prevailing wages.
