Gilbert intends to convert turf in several locations to xeriscape. For this project, the A/E shall design the project in the timeline required such that a construction services contract is entered into by April 03rd 2025 and federal funds are expended by June 30,2026. The Preliminary Project Description is attached. One A/E contract may be awarded. There will be a single final shortlist of A/E firms for selection. (No interviews will be conducted). This will be a Design-Bid-Build Project pursuant to ARS Section 34-601 et seq. This project is funded through the Water Conservation Grant Fund Agreement between the Town of Gilbert and the Water Infrastructure Finance Authority of Arizona (the Grant Fund Agreement) and federal Coronavirus State and Local Fiscal Recovery Funds (SLFRF) and will follow the Grant Fund Agreement and American Rescue Plan Act of 2021 (ARPA) funding requirements, including without limitation the Department of the Treasury’s Final Rule implementing the SLFRF program and the Office of Management and Budget’s (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards 2 CFR, part 200 (Uniform Guidance). The firm selected should have knowledge and expertise in the area of compliance with the Uniform Guidance. A general description of the Project is: Form No. 2.2.1 A/E Notice of RFQ for DBB Project Revised December 13 2018 (jfb) 2 Due to the worsening conditions on the Colorado River caused by historic drought, climate change, and over allocation, the Town of Gilbert has activated the first stage of its Water Supply Reduction Management Plan. The first stage of Gilbert's Water Supply Reduction Management Plan includes; heightened efforts by the Town to decrease municipal water usage; a call on residents and businesses to voluntarily conserve water, especially outdoors; increased community outreach and education. Gilbert Parks and Recreation has been exploring areas of turf that would be good candidates for a turf conversion to xeriscape. In selecting areas, the department considered the following considerations; historical water usage, potable water source vs. reclaimed water source, whether the turf area is passive or active in use by the community, and the health of the grass area and the surrounding trees. The town received a grant from the Water Conservation Grant Fund that will have a Grantee Matching of at least 25% match. The Town identified the following locations for Turf Removal:  Muni 2  Cactus Yards  Public Safety Building  Riparian  Traffic Operation Center  Freestone Park  Cosmo Park  Muni 1  Public Works Building  Circle G Park  Crossroads Park  Cactus Yards The work currently contemplated by this RFQ covers all locations. The Town reserves the right to modify/expand the scope of this project to include/exclude any or all the above-named locations, depending on priorities, timing and funding availability. The actual scope of the A/E services will be defined during the contract negotiations. Bonds required. Prevailing wages.
