This will be a Design-Bid-Build Project pursuant to ARS Section 34-601 et seq. A general description of the Project is: Gilbert intends to complete improvements to eliminate the use of four auto-flushers from the potable water system. In order to complete this objective a remote chlorination system will be designed and installed at Desert Sky Park, 1,207 lineal feet of 12-inch potable water pipeline will be designed and constructed within Baseline Road between McQueen Road and Country Club Drive, and 1,100 lineal feet of 8-inch potable water pipeline will be designed and constructed within Mesquite High School from the existing pipeline to Hamilton Court. These improvements are parts of CIP Projects WA1625, WA1640 and WA1643, combined into EN2401 for solicitation purposes. It is anticipated that a contract may be awarded for A/E services in August 2024. Design services must be completed by March 2025. Construction must be completed by June 1, 2026. The Preliminary Project Description is attached. One contract may be awarded. One firm may be awarded the contract. There will be a single final list of at least three firms. This project is funded through the Water Conservation Grant Fund Agreement between the Town of Gilbert and the Water Infrastructure Finance Authority of Arizona (the Grant Fund Agreement) and federal Coronavirus State and Local Fiscal Recovery Funds (SLFRF) and will follow the Grant Fund Agreement and American Rescue Plan Act of 2021 (ARPA) funding requirements, including without limitation the Department of the Treasury’s Final Rule implementing the SLFRF program and the Office of Management and Budget’s (OMB) Uniform Administrative Requirements, Cost Principles, Form No. 2.2.1 A/E Notice of RFQ for DBB Project Revised December 13 2018 (jfb) 2 and Audit Requirements for Federal Awards 2 CFR, part 200 (Uniform Guidance). The firm selected should have knowledge and expertise in the area of compliance with the Uniform Guidance. Bonds required. Prevailing wages.
