The scope of work will include the necessary tasks associated with preparing the Markleeville Community Transportation Plan. Submitted proposals should follow a similar Task structure to those outlined in Attachment A – Scope of Work. The ACLTC welcomes suggestions and innovative approaches, however, the methodology used by the consultant shall be coordinated and approved by authorized representatives of the ACLTC. The project involves the following recommended efforts: x Identify existing conditions, current active transportation usage, and connectivity gaps and needs for residents and recreational visitors in the greater Markleeville area. x Evaluate parking conditions in the State Route 89 right-of-way and within public and private parking lots in Markleeville and surrounding areas. Provide suggested alternatives to resolve parking conflicts in the right-of-way and between businesses, including evaluating the effect suggested alternatives will have on parking demand. x Identify community stakeholders that will be engaged and informed throughout the planning process including but not limited to the Washoe Tribe of Nevada and California, Hung-A-Lel-Ti, and Woodfords Community Council. x Foster engaging community participation throughout the development of the Plan to develop a community vision with creative outreach methods, including but not limited to social media outreach, detailed project website, stakeholder email updates, in person public workshops and events, and a community survey/questionnaire. x Develop a long-term community educational program that educates and encourages community members and visitors to utilize the proposed multi-modal transportation improvements included in the Plan for physical and mental health benefits. x Identify a list of multi-modal transportation improvement projects, including wayfinding, that will successfully create a more connected, accessible, and safer travel experience for Markleeville residents and visitors. x Develop a list of project recommendations based on the existing conditions, roadway and path assessments, and community and stakeholder feedback. x Propose specific recommendations for implementing projects and objectives in Markleeville that are already listed in various Alpine County planning documents. Prepare planning level conceptual improvement designs, maps, and cross section diagrams for the proposed list of infrastructure improvements to be included in the Plan. x Prepare a preliminary environmental and technical constraints inventory identifying potential challenges that could affect Plan’s implementation. x Develop a comprehensive funding and implementation strategy to ensure a concise and clear approach to the next steps of implementation of the list of projects included within the final Markleeville Community Transportation Plan. x Develop a comprehensive Community Transportation Plan that will identify creative solutions to multi-modal infrastructure improvements through the heart of the town of Markleeville in Alpine County, California.
