Scope of Services: Services will include preparation of necessary plans, specifications, estimates, and conducting necessary utility coordination for these projects. The utility coordination includes, but is not limited to, submitting necessary applications and resolving potential utility conflicts. In general: Participate in coordination meetings with City staff, FID, FMFCD, impacted utility companies, and stakeholders as needed. Coordinate design with current and proposed projects in the vicinity. Prepare and maintain design schedule. Prepare and maintain design scope, budget, quality control, and provide a monthly project status report. Prepare utility notification letters and/or applicable documents to utility agencies as needed to begin utility relocations and/or Civil work. Take the lead on utility relocations including preparing and submitting necessary documents to different agencies. Preparation of Utility Communication Log to be completed and updated with every submittal, or upon request of City Project Management Team. Process City provided topographic survey information. Identify if additional topographic survey requirements are needed for the City Survey team to perform survey. Prepare and provide pothole exhibit based on utility research and engineers’ recommendation showing potential utility conflicts. Prepare and have Geometric Approval Drawing (GAD) for the project approved. Provide corresponding engineer’s estimate. Consultant to provide linework for support in City ROW acquisition. Prepare construction plans, technical specifications, and construction cost estimates at each phase of work identified in the consultant agreement to meet City of Fresno Standards and Specifications. Submit construction documents for review to City offices, utilities/agencies, and obtaining final signatures on construction documents. As part of the bidding phase, attend the pre-bid conference, prepare addenda and clarifications if necessary, and attend bid-opening. As part of the construction phase and general construction contract administration, attend the pre-construction conference, review shop drawings, and other contractor submittals, provide clarification of construction documents during construction, review and provide technical information for construction contract change order requests if necessary, and perform site visits during construction. Prepare record drawings documenting the as-built improvements, have as-built approved, and both Mylars and final AutoCAD drawings provided to the City.
