Runway 9L-27R Rehabilitation & Taxiway K1 Demolition project is comprised of two bid schedules, the Base Bid and Bid Schedule A. The Base Bid includes mill and overlay of Runway 9L-27R (8,600’x150’); reconstruction of the Runway 9L blast pad; mill and overlay of the Runway 9L-27R paved shoulders; mill and overlay of associated taxiway connections; replacement of runway edge lights, guidance signs, and distance remaining signs; airfield electrical vault modifications and upgrades; replacement of the Runway 9L 4-box PAPI system; repair and rehabilitation of drainage pipes crossing Runway 9L-27R; and replacement of the airfield electrical homerun cabling back to the vault. Bid Schedule A includes the demolition of Taxiway K1; reconstruction of a new blast pad for Runway 9C; construction of paved asphalt shoulder pavement for Taxiway L; replacement and relocation of Runway 9C REILs; removal and reconfiguration of airfield lighting and signage associated with Taxiway K1, K, L, and C; drainage pipe/drainage structure rehabilitation; and grading and drainage improvements necessary to meet FAA requirements. In 2022, the Owner completed a thorough evaluation of the existing runway pavement. A visual inspection was conducted to confirm the Pavement Condition Index (PCI) established in the FDOT’s 2022 Airfield Pavement Management Program. To further evaluate the strength and subsurface condition of the pavement section, non-destructive testing was conducted utilizing a Heavy Weight Deflectometer and Ground Penetrating Radar. This data was augmented with a geotechnical exploration conducted by coring the various runway pavement sections in several locations. Based on the findings of the inspection and investigations, a rehabilitation method has been recommended to address the pavement distresses while meeting the budget constraints. The pavement rehabilitation described in these Contract Documents will provide necessary rehabilitation and strengthening of the primary runway at the Orlando Sanford International Airport. Additionally, the existing runway edge lighting and signage have exceeded their design life, and the existing quartz runway edge lights will be replaced with light emitting diode (LED) fixtures, along with new transformers and cabling. The spacing of all the runway edge lights currently does not meet FAA requirements and will be addressed as a part of this project. The condition of the airfield signs also supports replacement. The existing runway edge lighting is installed in a base can and conduit system, in which the light bases are not directly connected to each other in a linear line of conduit. Each light is fed from a junction can located in the turf, on the outside of the runway shoulder pavement, for the length of the runway. The rehabilitation of the runway lighting will demolish the junction can to light base system and install new conduit between light bases, in a direct line from can to can, under the runway shoulder pavement. In addition, the existing counterpoise system is currently installed in a shallow saw kerf within the shoulder pavement, which will be replaced as a part of this project. This was completed as a mitigation effort to connect all light bases to a counterpoise system and improve the lightning protection of the runway edge lights. Existing edge light bases and sign pads will be replaced. Existing manholes will be replaced with junction can plazas. Runway lighting circuits will be equipped with field lightning arrestors, which have demonstrated their value on other airfield electrical systems around the State by reducing lightning strike related damage.
